Mr. Tran Van Cong - former Chairman of Quang Xuong District People's Committee, former Deputy Director of the Department of Foreign Affairs; Mr. Nguyen Dinh Du - Vice Chairman of Quang Xuong District People's Committee; Mr. Ha The Anh - Vice Chairman of Quang Xuong District People's Committee; Mr. Chu Duc Khuong - Head of the Department of Natural Resources and Environment of Quang Xuong District People's Committee; Mr. Le Dinh Khoa - Head of the Department of Economy - Infrastructure of the District People's Committee, former Chairman of Quang Chinh Commune People's Committee, Quang Xuong and Mr. Ma Van Thanh - former Head of the Department of Natural Resources and Environment of Quang Xuong District People's Committee.
Mr. Tran Van Cong, Nguyen Dinh Du, Chu Duc Khuong, Le Dinh Khoa, and Ma Van Thanh were prosecuted for abusing their positions and powers while performing official duties; Mr. Ha The Anh was prosecuted for criminal negligence causing serious consequences.
The Standing Committee of Thanh Hoa Provincial Party Committee decided to discipline by expelling from the Party Mr. Tran Van Cong, Nguyen Dinh Du, Chu Duc Khuong, Le Dinh Khoa, Ma Van Thanh, and Ha The Anh.

As a member of the District Party Committee and Vice Chairman of the People's Committee of Bao Lam District, Mr. Nguyen Trung Thanh violated regulations on what Party members are not allowed to do and the responsibility to set an example.
Mr. Nguyen Trung Thanh also violated the law on land management, signed decisions on land allocation that were not in accordance with land use planning and not for the right land users, causing damage to the State budget.
