Decree 116/2020/ND-CP (Decree 116) stipulates policies to support tuition fees and living expenses for pedagogical students.
Accordingly, from November 15, 2020, teacher training students will receive state support for tuition fees equal to the tuition fees charged by the teacher training institution where they study. At the same time, teacher training students will receive state support of VND 3.63 million/month to cover living expenses during their time studying at the school.
The duration of support for tuition and living expenses is determined by the actual number of months of study at the school as prescribed, but not exceeding 10 months/school year. In the case of teaching under the credit system, the teacher training institution can convert the support level to suit the credit system. The total support cost for the entire course under the credit system does not exceed the support level prescribed for the course by school year.
According to the Ministry of Education and Training (MOET), after Decree 116 was issued, in recent years, the number of candidates and parents interested in teacher training programs has increased, the rate of candidates registering for admission, admission scores and the rate of candidates enrolling in teacher training programs have increased sharply compared to other training programs and fields.
However, the implementation of Decree 116 still has difficulties and problems from ordering methods, assigning tasks, bidding; allocating support funds for pedagogical students to monitoring the recovery of compensation funds,...
According to statistics over 3 years of implementation, the rate of students who are ordered and assigned tasks by localities only accounts for 17.4% of the number of students enrolled and 24.3% of the total number of students registered to enjoy the policy. The number of localities that carry out task assignment, ordering, and bidding is 23/63 provinces and cities.
Thus, the number of students in the "social demand training" category, funded by the state budget, accounts for 75.7% of the number of students registered to enjoy the policy and 82.6% of the number of students enrolled.
Inadequacies related to the implementation of Decree 116 were also sent by voters of Thanh Hoa province to the 8th session of the 15th National Assembly.
Accordingly, voters of Thanh Hoa province requested the Government to consider and amend Decree 116 of the Government regulating the policy of supporting tuition fees and living expenses for pedagogical students at teacher training institutions under the ministry and training institutions under the province to ensure consistency, unity and fairness.
Responding to this content, the Ministry of Education and Training said that the unit is currently submitting to the Government a draft Decree amending and supplementing a number of articles of Decree 116 of the Government regulating the policy of supporting tuition fees and living expenses for pedagogical students.
