Regulations on collecting tuition fees take effect from February 2025

Regulations on collection and management of tuition fees are specified in Article 7 of Circular 29/2024/TT-BGDDT of the Ministry of Education and Training (MOET).

Circular 29/2024/TT-BGDDT takes effect from February 14, 2025.

Article 7 of Circular 29/2024/TT-BGDDT stipulates the collection and management of tuition fees as follows:

Funds for organizing tutoring and tutoring in the school use the state budget and other legal funding sources as prescribed by law.

The level of tuition for extra-curricular classes is agreed upon between the student's parents, the student and the tutoring facility.

The collection, management and use of tuition fees shall comply with the provisions of the law on finance, budget, assets, accounting, taxes and other relevant regulations.

Cases where extra teaching and extra teaching are not allowed

Article 4 of Circular 29/2024/TT-BGDDT stipulates cases where extra teaching and organization of extra teaching are not allowed as follows:

Do not organize extra classes for primary school students, except in the following cases: art training, physical education, and life skills training.

Teachers who are teaching at schools are not allowed to teach extra classes outside of school for money from students that the teacher is assigned to teach by the school according to the school's educational plan.

Teachers in public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.

Mr. Nguyen Xuan Thanh, Director of the Department of Secondary Education, Ministry of Education and Training, emphasized that the Ministry of Education and Training does not prohibit extra teaching but seeks the cause to have appropriate and effective management plans.

"Studying to be better and develop yourself is a legitimate desire, so the Ministry of Education and Training does not prohibit it. However, organizations and individuals who teach extra classes must register their business and must publicly disclose their location, subjects, study time, costs, etc. and must strictly comply with legal regulations on working hours, working hours, safety, security, fire prevention, etc.

At that time, students and parents will choose any place that makes students and parents trust and meets their requirements," said Mr. Thanh.
