On September 3, speaking with reporters, the leader of Nghe An Department of Education and Training said that he had received feedback on the fact that some principals of kindergartens and general schools mobilized teachers to work in violation of regulations.
"The task of teachers is to teach and educate, this has been clearly regulated. The transfer of teachers to work and clean up affects professional work and is against regulations. We have reminded, disciplined and will continue to thoroughly grasp this school year the Departments leaders affirmed.
Previously, the reporter received feedback from teachers in Nghe An about the situation of being regularly mobilized to use as teaching aids, labor, cleaning schools, and even during summer vacation, affecting their rights and professional activities. This condition is quite common in preschool children.

Discussing with reporters about the cause of the above phenomenon, lawyer Le Dinh Viet (Hanoi Bar Association) said that in documents regulating teachers' duties, in addition to professional duties, "teachers must perform other tasks assigned by the principal".
Since then, some principals have relied on this content to assign teachers to do many non-professional tasks such as on-call duty, cleaning, and classroom decoration.
However, according to current legal documents, the transfer of teachers must be based on specific regulations. Principals are only assigned teachers to perform tasks within the working regime of teachers issued by the Ministry of Education and Training, and those tasks are converted into teaching hours.
In the circulars on working regimes, "other tasks" are listed in the scope of expertise such as: school council secretary, inspection collaborator, library manager, equipment, instructing students on labor... there are no jobs such as school duty, cleaning, and hygiene.
"Therefore, the principal's transfer of teachers to work and do things not included in the list of teachers' working regimes is against regulations, except in cases where teachers voluntarily participate in movement activities" - lawyer Le Dinh Viet affirmed.
