On July 26, information from the People's Committee of Nghe An province said that provincial leaders have just directed departments, branches, localities, investors and contractors to accelerate the construction progress of inter-level boarding primary and secondary schools in mountainous and border areas.
According to the plan, Nghe An will invest in 21 inter-level boarding schools in border communes in two phases. Of which, 10 pilot phase projects started in 2025 have a total investment of more than 3,502 billion VND; 11 phase 2 projects have a total expected capital demand of about 4,201 billion VND. The total expected investment capital of the two phases is about 7,703 billion VND.
In the initial phase, Na Ngoi Inter-level Boarding Primary and Secondary School was started on October 11, 2025. The remaining nine schools in Nhon Mai, Keng Du, Mon Son, Bac Ly, Tam Thai, Que Phong, Tri Le, Hanh Lam and Anh Son communes were started simultaneously on November 9, 2025.
For the 11 schools in phase 2, Nghe An organized a simultaneous groundbreaking ceremony on March 19, 2026. However, due to the need to continue completing investment procedures, site clearance and design documents, the projects are expected to be implemented at the site in early August 2026.
To date, the construction volume at 10 schools in the first phase has reached about 55 - 65% of the contract value. It is expected that by August 26, 2026, the projects will complete priority items including school buildings, administration buildings, dining rooms, dormitories, electricity and water supply systems, internal roads and yards and basic technical infrastructure works.
The completion of the above items is to ensure sufficient conditions to welcome students, organize teaching and learning in the 2026-2027 school year. All projects in the first phase are required to be completed before September 30, 2026.
Regarding the model item of the border marker, the construction location has been determined but procedures for adjustment and supplementation to the design dossier are being carried out, so construction has not been deployed.
For the 11 phase 2 projects, the province aims to complete them before August 30, 2027, and put them into use from the 2027-2028 school year.
Localities have proactively supported construction units, ensured security and order, and mobilized people to agree with site clearance work. However, the complex mountainous terrain, unpredictable rainy and storm weather, along with the shortage of materials and manpower, are affecting the progress of some items.
Vice Chairman of Nghe An Provincial People's Committee Thai Van Thanh requested the investor to work directly with each contractor, build specific progress for each item and organize acceptance of each part.
Contractors must focus maximum machinery and manpower, rolling construction, overtime, and crew increases. Border Guards coordinate to support technical personnel in difficult areas; commune-level authorities mobilize forces to participate in sanitation and prepare facilities for schools to be ready to welcome students.
