The development of criteria aims to implement policies to support tuition fees and living expenses for pedagogical students according to Decree No. 116/2020/ND-CP and Decree No. 60/2025/ND-CP of the Government.
According to the draft, the subjects to be considered are students who have been admitted to teacher training majors at universities, academies, universities, and colleges according to the method of assigning tasks or placing orders from Nghe An province.
The policy applies to students studying at university and college levels in teacher training majors in the form of formal training and formal articulation. Students studying for a second degree in the form of formal training are also subject to consideration if the academic performance of the first degree is excellent.
The draft proposes 3 main groups of criteria for selecting students.
First of all, students must register for permanent residence in Nghe An province; have a request to enjoy policies and commit to compensation for tuition fees and living expenses according to regulations if they do not fully fulfill their obligations after graduation.
The selection will be based on the results of university and college admission scores, taken from highest to lowest among students in pedagogical majors ordered by the province.
Students with excellent academic achievements, who have won provincial and national excellent student awards or have appropriate foreign language and informatics certificates will be considered for priority.
In addition, students' conduct in high school years must be good, and their final year academic performance must be good or higher.
In case many students have the same admission score but the number exceeds the target assigned by the Provincial People's Committee annually, the selection will be carried out in priority order.
The first priority group includes children of martyrs, children of wounded soldiers, sick soldiers, people enjoying policies like wounded soldiers; children of people who participated in the resistance war and were infected with chemical toxins; children of People's Armed Forces Heroes and children of Labor Heroes.
Next are ethnic minority students; students permanently residing in border communes of Nghe An province; students from poor and near-poor households.
The draft decision will continue to be considered and completed by functional agencies before being submitted to the People's Committee of Nghe An province for promulgation.
