On August 28, information from Nghe An Provincial People's Committee said that it had just issued Document No. 8357 on the implementation of recruitment, reception, transfer, secondment, and transfer of teachers and civil servants in the education sector in the area.
The document clearly states that in order to promptly ensure human resources to teach for the 2025 - 2026 school year, the province assigned the Department of Education and Training to organize the use of secondment schools, arrange inter-school teaching, and transfer staff in public educational institutions; arrange and reasonably allocate human resources for the whole sector.
Along with that, the Department of Education and Training will preside over and coordinate with units and localities to review and propose competent authorities to decide or decide according to their authority to adjust the payroll for the new school year. This must be completed before September 20, 2025.

At the same time, recruitment and acceptance will be carried out within the assigned staff in the province in 2025 to arrange for teachers-poor institutions, to be completed before November 30, 2025.
The Department will also study the mechanism for authorizing and assigning to educational institutions and the Chairman of the People's Committee at the commune level in issuing decisions on completing internships, raising salaries, allowances beyond the framework, deciding on retirement, termination of employment, transferring, appointing management staff, or assigning civil servants to teach at the inter-school level after implementing the secondment plan.
In case the recruitment is not yet possible, the Provincial People's Committee assigns the Department of Finance and the People's Committees at the commune level to arrange funding for educational institutions to sign labor contracts, ensuring enough staff for the new school year.
Currently, Nghe An lacks more than 4,000 teachers, of which preschools are lacking 1,579, primary schools are lacking 1,198, secondary schools are lacking 942 and high schools are lacking 463. The local shortage of teachers also occurs in many localities, while the relocation is still difficult due to the small scale of communes and uneven teacher rates.
On July 24, 2025, the Ministry of Education and Training issued Circular 15/2025/TT-BGDDT stipulating the tasks and powers of the Department of Education and Training: Preside over implementation in accordance with the provisions of the Law on Teachers, relevant legal provisions and decentralization of the Provincial People's Committee for the recruitment, reception, transfer, secondment, and transfer of teachers, educational institution managers, civil servants, and workers in public educational institutions in the province.
