Ms. Nguyen Thi Hang is working as a library staff at a primary school in Hanoi (a library officer).
Previously, Ms. Hang graduated from Hanoi Pedagogical College with a degree in elementary Education, with a degree in Intermediate Pedagogy, then studied for a bachelor's degree at the University of Education.
Ms. Hang has the following certificates: Teaching equipment, English A2, IT, and Certificate of Professional Development for library staff.
Ms. Hang asked if she was entitled to any additional benefits in addition to the basic salary of a library staff?

Regarding this issue, the Department of Culture, Family and Library, Ministry of Culture, Sports and Tourism has the following opinion:
Regarding the determination of the names and tasks of professional titles and job positions in primary schools, according to the provisions of Circular No. 20/2023/TT-BGDDT dated October 30, 2023 of the Minister of Education and Training guiding on job positions, the structure of civil servants according to professional titles and norms for the number of employees in general education institutions and public specialized schools; including job positions:
- Primary school teachers (grade I, grade II, grade III): belonging to the group of job positions with professional titles specified in Section B of Appendix I (as prescribed in Clause 1, Article 5) with the groups of tasks described in Appendix No. IV (as prescribed in Point b, Clause 3, Article 5);
- Library staff (grade I, grade II, grade III): belong to the group of professional positions for general use and support and service in primary schools specified in Section I of Appendix II (as prescribed in Clause 2, Article 5) with groups of tasks carried out according to the Job Position described for specialized library staff as prescribed in Circular No. 10/2023/TT-BVHTTDL dated August 9, 2023 of the Minister of Culture, Sports and Tourism guiding the leadership, management and professional titles of the profession, the structure of civil servants according to professional titles in public service units in the fields of culture, sports and tourism (according to the provisions of Section I of Appendix II).
In addition, the standards and responsibilities of people working as librarians at primary schools are specifically stipulated in Article 14 of Circular No. 16/2022/TT-BGDDT dated November 22, 2022 of the Minister of Education and Training regulating the standards for librariums of preschool and general education institutions.
Circular No. 20/2023/TT-BGDDT also stipulates that, based on the general instructions on describing professional job positions and supporting and serving competent authorities, general education institutions will develop specific job position described and suitable for each job position of the unit and submit it to competent authorities for approval according to regulations.
Therefore, the determination of the title and specific tasks of Ms. Nguyen Thi Hang is carried out in accordance with regulations and job positions, assigning work to the leaders of the primary school where she is working to serve as a basis for considering and resolving the regimes and policies according to the provisions of law.
Regarding policies, according to the provisions of Clause 3, Article 40 of the Law on Librarys, people working as libraries are entitled to salaries, regimes, and preferential policies on the profession according to the provisions of law.
In the field of library, people directly performing the work of "Repecting, preserving, and technically handling artifacts, documents, newspapers, and films in the archives of museums, libraries, and archives; repairing, restoring documents, artifacts of libraries, archives, and museums;);););
(1) Dangerous toxic allowance regime: as prescribed in Section II of Circular No. 26/2006/TT-BVHTT dated February 21, 2006 of the Minister of Culture and Information guiding the implementation of the toxic, dangerous and in-kind allowance regime for cadres, civil servants and public employees of the cultural - information sector. Benefit level: level 2, coefficient 0.20.
(2) In-kind compensation regime: when meeting the requirements of Article 3 of Circular No. 24/2022/TT-BLDTBXH dated November 30, 2022 of the Minister of Labor, War Invalids and Social Affairs stipulating in-kind compensation regime for employees working in conditions with dangerous factors, harmful factors, based on the indicator of working conditions, people working in the library are entitled to in-kind compensation levels as prescribed in Article 4 of Circular No. 24/2022/TT-DTBXH.
Ms. Nguyen Thi Hang is currently a library officer at a primary school, in case the assigned job meets the above conditions, in addition to salary and regulations according to the law on labor (working overtime...), she is entitled to a toxic compensation regime for those working in the library and preferential policies according to the provisions of the law on education (if any).
