According to the People's Committee of Trung Ly commune, Muong Lat district, the locality is a particularly difficult border commune of Thanh Hoa province, the whole commune currently has nearly 1,400 households, of which nearly 66% are poor households and near-poor households.

The population density in the area is still uneven, especially in remote areas. Some households still believe that when their children grow up, they have to stay home to help their parents, or only have 5th grade and junior high school. When they are old enough, they get married or work far away at companies or work in fields and raise livestock around the commune... This has greatly affected the students' studies.
In addition, there are currently 15 villages and roads in the commune that are still facing many difficulties. There are even villages dozens of kilometers away from the commune center. A typical example is Ta Com village, about 50 km from the commune center with an extremely difficult road.
Originating from economic and traffic conditions, life is still difficult, so in recent years, in Trung Ly commune, there have been cases of students dropping out of school halfway to stay at home to help their families.

Understanding the difficulties and grasping the above situation, for many years, Mr. Ngan Van Lon - Chairman of the People's Committee of Trung Ly Commune, Muong Lat District - has regularly worked with teachers to visit people's homes to mobilize and propagate to parents and students whenever he heard that they intended to drop out of school.
"Some students and ethnic minority people do not really value studying, and they like to go to school and quit if they do not like it. The time when students intend to take a day off school often falls during summer vacation or long holidays, said Mr. Lon.
According to Mr. Lon, when he received information about cases of students dropping out of school halfway, he and teachers visited his home many times to mobilize and propagate to parents and students.

There were times when Mr. Lon and his teachers went to the most remote village, Ta Com (50 km from the commune center) to encourage students to return to school.
50 km is a hilly, narrow road, so every time we go to a stadium, we have to go all day. In addition, when arriving, physical exercise is also somewhat difficult, because some cases are determined to stay home from school. However, with the spirit of perseverance, the first time was not possible, we went to the second and third times... Thereby helping students and families understand and let their children return to school" - Mr. Lon shared.
According to Mr. Lon, an advantage in the mobilization process is that the whole commune currently has 4 schools including: Trung Ly Boarding Ethnic Minority School, Trung Ly 1 Primary School, Trung Ly 2 Primary School and 1 kindergarten. The facilities at the schools are spacious, clean and beautiful, ensuring teaching and learning, so when propagating to parents and students, it is somewhat convenient.

"In recent years, my brothers and I have been to the village to mobilize and propagate to many cases. Most of the students who drop out of school in the middle have very difficult circumstances, have houses, parents go to work far away, only the elderly are at home, they have to stay home to help their families... - Mr. Lon said.
According to Mr. Lon, thanks to good propaganda and mobilization work, in recent years, the rate of students dropping out of school has decreased significantly. To date, the rate of students dropping out of school in the area is only 0.8%.
