According to the review of the Ministry of Home Affairs in 2023, the commune level has 212,606 civil servants. When merging and streamlining 8,000 commune-level administrative units, there will be a large number of redundant personnel.
The merger leads to a surplus of personnel, of course. Another factor is that state agencies exploit technology applications to govern according to the e-government model, not using many officials and civil servants to work by manual methods. Science, technology and modern technology will replace labor, that is a trend and an irreversible progress.
Therefore, out of 212,606 commune-level cadres and civil servants, some will continue to work, the rest will be subject to streamlining. Regarding this, there are two issues that need to be resolved reasonably.
First of all, it is a screening to select capable cadres and civil servants to participate in the commune-level administrative apparatus. Here, it is necessary to evaluate the quality of cadres and civil servants transparently and fairly. The person responsible for personnel work must put the common good above personal feelings. The types of cadre recruitment according to relationships, currency, and bloodline must be completely eliminated.
As Minister Pham Thi Thanh Tra said: "The goal of this arrangement is not simply to streamline the apparatus but more importantly, to expand space, create new momentum for the country's development, create long-term stability in the new era".
Creating new momentum for national development requires a new team of cadres with enough talent to carry.
Second is to resolve policies for groups of subjects leaving the state apparatus.
According to Minister Pham Thi Thanh Tra, the Ministry of Home Affairs still has many tasks that need to be implemented immediately such as amending Decree 178/2024/ND-CP and guiding circulars.
The Minister of Home Affairs said "This amendment is a hot issue that ministries, branches and localities are waiting for from the Politburo's Conclusion Notice 75 to promptly implement policies in the upcoming and recent administrative unit arrangement".
Notice of Conclusion 75 has agreed to adjust the scope and subjects of policy and support regime for cadres, civil servants, public employees, workers and armed forces affected in the process of restructuring the apparatus of the political system.
Thus, the outstanding support policy for the group of subjects subject to streamlining will be adjusted, and those who retire early will not be disadvantaged.
The person selected to stay and shoulder the responsibility of the country must be worthy of the responsibility. Returnees and those who receive support from policies and in the new environment must also be responsible for contributing to society.
The country's rise is not anyone's alone concern.
