There are many directives from leaders at all levels on personnel work, that is, priority should be given to using talented and limited-capacity people, so there should be room for young, dynamic cadres to meet the requirements of working in the new period.
I would like to reiterate the words of National Assembly Chairman Tran Thanh Man at the discussion in the Group related to the reorganization of the apparatus held on February 13: "We will reorganize to make the apparatus streamlined but strong. To be strong, there must be people. We must select elite, talented, and people with enough capacity and qualities to serve the country and the people".
Streamlining to filter out the quintessence is a big change, different from recruiting cadres in ways that lack impartiality and fairness in every hidden existance. The people call it the priority of bloodline, relationships, currency, then comes intelligence.
The government system is streamlined, but that apparatus only truly promotes efficiency when there are cadres and civil servants with real talent, capacity and integrity participating in operations.
Abandoning the district level, there are 140,000 cadres and civil servants at this level that need to be arranged. 10,035 commune-level units and will reorganize the scale to only about 60% - 70% of the commune population, many people must be subject to downsizing.
However, capable people who do not worry are not valued.
At this time, each cadre and civil servant should self-assess whether they are capable or not. If not, you should proactively resign, which is also a way to contribute to the common cause.
Good people and talented people should wait for assignment of tasks instead of rushing to leave the apparatus. Working in state agencies, serving the people well, is a contribution to the country entering an "era of growth".
There are many opinions that when merging provinces, removing district levels, merging communes, provincial and district officials will be sent to the commune to work, so commune officials are disadvantaged.
Sending provincial and district cadres to the commune is necessary, but not for that reason, commune cadres have to quit their jobs to make room. Such thinking is not in line with the spirit of streamlining the apparatus.
Provincial and district officials have good people but they are not good or even bad, whoever is bad will just be fired. Not inferior in the province, but sent to the commune to work as a cadre.
Not all commune cadres are inferior to provincial and district cadres, many people are capable, active, close to the people, understanding the people, so they should be recruited to work. Previously, these people had not been able to fully develop their abilities because their working conditions in the commune were limited, from facilities, machinery and equipment to limited authority.
With the change, decentralization after the arrangement, the commune level will have a different scale, young and talented people have the conditions and opportunities to promote.
