On December 13, at the third Conference (special conference), the 18th Hanoi City Party Committee Executive Committee passed a Resolution on the investment policy for the Project to build the Olympic Sports Urban Area and the Red River Landscape Avenue Axis.
Speaking at the closing session of the conference, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that in recent days, along with positive changes in decentralization, delegation, public investment disbursement, overcoming 5 major bottlenecks, with the spirit of solidarity, responsibility and determination in innovating leadership methods, promoting the responsibility of leaders, the synchronous participation, daring to do, and working to the end of grassroots Party committees and sectors, especially the consensus, sharing and sacrifice of people, cadres, civil servants and public employees of the 3 wards (Lang, Giang Vo, O Cho Dua) that Ring Road 1 (Hoang Cau - Voi Phuc section) passes through, all are witnessing very strong changes in the City.
The Secretary of the Hanoi Party Committee stated that after the conference to learn from the site clearance of the Ring Road 1 project, a number of Commune and Ward Party Secretaries and leaders of the sector have very strongly implemented the task of site clearance for the Ring Road 2.5 and Ring Road 3, Ring Road 3.5, Ring Road 4, and 7 Red River overpass projects, along with the focal routes such as: renovation and upgrading of National Highway 6, National Highway 21 connecting to Phu Tho... The leaders have been very active in implementing the task of site clearance for the Ring Road 2,5, Ring Road 3, Ring Road 4, and 7 projects of the Red River overpass, along with the projects of upgrading National Highway 6 and National Highway 21 connecting to Phu Tho... The leaders have been very proactive in implementing the work of site clearance in some areas.

According to Secretary of the City Party Committee Nguyen Duy Ngoc, recently, 20 monitoring delegations of the Standing Committee of the City Party Committee have worked with 126 communes and wards to clarify the difficulties and problems at the grassroots level.
Early next week, the Standing Committee of the City Party Committee will listen to a comprehensive report and give opinions on the recommendations of wards and communes, with the goal of ensuring the smooth implementation of tasks, clear responsibilities according to decentralization and delegation of authority associated with building an administrative system to serve people and businesses, clarifying which work people do not have to go directly, which work people have to go to only one point.
The implementation process in each stage will increasingly provide more advantages for people and businesses. At the same time, this will also be the spirit of the conference to summarize the work in 2025, deploy key tasks in 2026 of the City Party Committee, to ensure that from 2026, the whole city and each level and sector will innovate further in the method of serving people, society, and creating development.
Mr. Nguyen Duy Ngoc requested that in the immediate future, all levels and sectors focus on performing well the work of organizing for the people to celebrate Tet; focusing on reviewing all work, especially the locations for organizing for people to enjoy Spring and celebrate Tet, bringing an exciting atmosphere to the people.
The Secretary of the Hanoi Party Committee also suggested that immediately after this Conference, the Party Committee of the City People's Council should preside over and closely coordinate with the Party Committee of the People's Committee, the Party Committee of the Vietnam Fatherland Front of the City and relevant agencies to urgently concretize and resolve the necessary contents for Resolution No. 258/2025/QH15 to immediately serve the City's strategic driving projects, as well as ensure a smooth and outstanding institutional and legal corridor for the City's rapid development in the coming time.
