Implementing the policy of reorganizing schools, reducing focal points, streamlining the apparatus, etc., localities across the country are urgently reviewing and proposing plans for reorganization, ensuring completion in December 2025.
One of the concerns raised in the process of merging schools is how to arrange personnel and teams, especially the principal position when the number of units is reduced after the merger.
For example, in Quang Ninh, this province has reorganized schools, reducing the number of schools at the commune and ward levels from 520 to 255 schools. Secondary schools have reduced 115 schools, primary schools have reduced 48 schools and preschools have reduced 88 schools. The high school block is also arranged.
With the reduction of focal points, the reduction of the number of schools, the province has reduced more than 250 principals, and increased the number of deputy principals at a certain time. The principal of this school can be arranged and considered for reorganization as a vice principal of another school to take the merger exam.
In recent days, the Ministry of Home Affairs has also received feedback from staff and teachers related to the merger of schools. Some officials reported that she is 50 years old and is holding the position of principal. During the unit merger, she and a group of cadres with redundant risks were forced to rearrange to become deputy principals or teachers.
Many teachers and educational managers have questioned how they will be implemented and what policies will they enjoy if they are redundant after the reorganization and want to apply for early retirement.
Regarding these concerns, the Ministry of Home Affairs has issued an orientation: In case cadres, civil servants, public employees, and workers affected by the reorganization of the apparatus wish to retire, they can consider applying the regime and policies according to the provisions of Decree No. 154/2025, ensuring compliance with the provisions of law.
The Party Committee of the Ministry of Education and Training also issued Document No. 131-CV/DU to the Standing Committees of the Provincial Party Committees of provinces/cities on the work of arranging the organization of preschool, general education, and continuing education institutions.
Accordingly, to ensure system stability, strictly implement the Central's direction and in accordance with current regulations, the Standing Committee of the Party Committee of the Ministry of Education and Training requested the Standing Committees of the Provinces/Cities to pay attention to directing and directing the implementation of the guiding viewpoints of the Central Steering Committee in Plan No. 130 on the arrangement of public service units in the field of education: " Basically keep existing high schools, junior high schools, primary schools, inter-level schools and public kindergartens; only propose arrangement and adjustment when truly necessary in a convenient direction, serving the needs of people and students".
The Standing Committee of the Party Committee of the Ministry of Education and Training also requested the Standing Committees of the Provincial/City Party Committees to direct a comprehensive assessment of the arrangement plans to develop a suitable implementation roadmap or an adjustment plan, ensuring feasibility, stability, and no disruption to teaching activities; temporarily suspend implementation of plans and public educational institutions that exceed scale and do not ensure minimum conditions until there is a full impact assessment.
The arrangement must comply with regulations on the scale of schools, classes; staff and standards of teachers; facilities, land funds, population density and geographical conditions; absolutely do not affect the right to education of students.
For universities when implementing the merger, to comply with the regulation of "no more school councils", the arrangement of party committee secretaries and heads of public higher education and vocational education institutions will be completed in December, so that the new apparatus can operate synchronously from the beginning of next year.
