Qualified but not yet considered for promotion
Some accounting, clerical, and library staff working at public educational institutions in the old Quy Hop district, Nghe An province have just sent a collective petition to competent authorities regarding the consideration of promotion to professional titles of civil servants.
According to the content of the application, most of these employees were recruited into the education sector many years ago with intermediate and college degrees and were ranked according to the corresponding rank code at the time of recruitment. During their work, they said they always completed assigned tasks, and at the same time continued to study and improve their professional qualifications.
Many employees have completed university training programs for many years. However, to date, there are still many cases that have not been considered for promotion to professional titles of civil servants in accordance with the training level, standards and criteria that they believe have been met.
In the petition, the school staff collective said that in recent years, the units have repeatedly summarized dossiers, reported and requested competent authorities to consider promotion.
Workers said that they are not clear why the dossier has been summarized many times but has not yet been considered for promotion.
What does the Nghe An Department of Education and Training say?
On July 4, in an exchange with reporters, a representative of the Organization - Personnel Department, Nghe An Department of Education and Training said that the guidance and organization of promotion consideration for professional titles of education officials are implemented according to regulations and decentralized authority at each time.
According to a representative of the Nghe An Department of Education and Training, before July 1, 2025, the organization of considering promotion of professional titles for civil servants from rank III to rank II is the task and authority of the Chairman of the District People's Committee for civil servants of units under the district's management, including kindergartens, primary schools, and secondary schools. For civil servants of non-business units under the Department, the authority belongs to the Director of the Department.
The promotion from rank IV to rank III is under the authority of the principal. Departments and old district-level People's Committees have also repeatedly implemented promotion consideration for public employees in general, including teacher public employees.
From November 10, 2025, Nghe An Provincial People's Committee issued Decision No. 87/2025 on decentralizing authority in the management of cadres, civil servants, and public employees. Accordingly, the authority to consider promotion to professional titles in public educational institutions for public employees of kindergartens, primary schools, and secondary schools belongs to the tasks and powers of the Chairman of the Commune-level People's Committee; for public employees of non-business units under the Department of Education and Training, it is under the authority of the Director of the Department.
Representatives of Nghe An Department of Education and Training also said that according to Official Dispatch No. 64/BNV-CCVC dated January 5, 2024 of the Ministry of Home Affairs on determining the structure of civil servant ranks and professional title ranks of public employees, the structure of professional title rank I does not exceed 10%, rank II does not exceed 50%.
In recent years, according to decentralized authority, the Nghe An Department of Education and Training and the old district-level People's Committee have organized exams and consideration for professional title promotion, contributing to ensuring the structure, improving the capacity of the staff and ensuring the rights of teachers.
After the Provincial People's Committee issued Decision No. 87/2025, the Nghe An Department of Education and Training issued Official Dispatch No. 3616 dated November 28, 2025 on reviewing the promotion of professional titles of teachers and staff of educational institutions.
To date, the Nghe An Department of Education and Training has issued a project to promote ranks for teachers in units directly under the Department; 130 commune-level People's Committees have issued projects to submit to the Provincial People's Committee for approval of 4, 925 grade II promotion targets for teachers. In which, the Department of Education and Training has 601 targets, and the commune block has 4,324 targets.
For civil servants who are not teachers, such as civil servants in common professional job positions in educational institutions including accounting, clerical, medical, library and civil servants of other sectors, representatives of the Nghe An Department of Education and Training said that the National Assembly has promulgated the Law on Civil Servants, effective from July 1, 2026. Accordingly, there is no longer a form of exam and consideration for promotion to professional titles of civil servants; the management and use of civil servants is carried out in accordance with the job position, capacity and effectiveness of task performance.
