Inadequacies lasting for decades
Lao Dong Newspaper has just received petitions from many employees and laborers who are working in accounting, clerical, library positions... at public schools in Buon Ma Thuot city (old). They reflected on the fact that they have worked for many years but have not been considered for recruitment or competitive examination for civil servants.
At the beginning of 2026, nearly 100 contract employees working at public schools have sent petitions to the Dak Lak Provincial People's Committee, requesting consideration for recruitment as public employees after a long period of working.
These employees currently work at public schools under the management of Hoa Phu Commune People's Committee and wards: Thanh Nhat, Ea Kao, Buon Ma Thuot, Tan Lap, Tan An. They all have worked in the education sector from 5 years to nearly 30 years.
However, to date, these personnel are still subject to indefinite-term labor contracts and have not been considered for recruitment as public employees.
Previously, from 2003 to before June 2025, they were signed labor contracts with a probation period of 1 to 6 months. Then they continued to sign indefinite-term contracts to wait for recruitment consideration or entrance exams to the payroll.

From July 2025, when implementing the 2-level local government model, these employees will be transferred to the People's Committees of communes and wards for management.
In the period from 2009 to May 2025, the Buon Ma Thuot City People's Committee (old) organized many recruitment exams, admissions, and special admissions into the payroll but only applied to teachers. Nearly 100 contract employees mentioned above have not yet had any civil servant recruitment for themselves.
Ms. D.T.T.H (resident of Hoa Phu commune) said that in 2004, she transferred to work in Buon Ma Thuot city (old), working as a equipment staff at a primary school. In the past 22 years, the locality has organized recruitment and civil servant exams many times, but she is not eligible to participate, although she herself fully meets the conditions according to regulations.
“Throughout 22 years of work, I have always completed my tasks well, without violating discipline. Not being considered for civil servant status makes me very disadvantaged because I do not fully enjoy the regimes and policies of the State. This year I am over 53 years old, I just hope to be considered for recruitment to feel secure in my work in the remaining years,” Ms. H shared.
The collective of contract employees proposed that competent authorities consider developing a plan to receive special or priority recruitment of public employees for those who have worked for more than 5 years, paid full insurance, completed their tasks well and did not violate discipline.
At the same time, workers hope that the Provincial People's Committee will soon have a specific and clear document to answer about the recruitment orientation for school staff, in order to help people have a clear future orientation with the work they are doing.
Early review and definitive resolution
Sources from the Department of Home Affairs of Dak Lak province said that this situation is largely due to the responsibility of the Buon Ma Thuot City People's Committee (old).
Personnel who have worked in the industry for many years need to be considered for recruitment as public employees to ensure their rights and help them feel secure in their work.

Talking to Lao Dong Newspaper, Mr. Vu Le Cac - Deputy Director of Dak Lak Provincial Department of Home Affairs - confirmed that the unit has requested the Director of the Department of Education and Training to preside over and coordinate with the People's Committees of communes and wards to review and compare actual needs and related regulations.
Thereby considering and resolving appropriately for the above contract employees. Units can implement the reception of civil servants for cases that fully meet the standards and conditions according to regulations.
According to new regulations of the Ministry of Education and Training, personnel who have worked in the industry for many years can be recruited as civil servants if they meet the necessary conditions.
However, the reception of civil servants also depends on the remaining payroll targets of each unit. Not only in Buon Ma Thuot city (old), other localities throughout the province can still implement this plan," Mr. Cac added.
