Circular No. 05/2025/TT-BGDDT regulating the working regime for general education and university residents of the Ministry of Education and Training takes effect from April 22, 2025.
Homeroom teachers get 4 hours/week reduced
Article 9 of Circular 05 stipulates the regime of reducing teaching hours for teachers who concurrently work in professional positions as follows:
Homeroom teachers in general schools are reduced by 4 periods/week.
Homeroom teachers at pre-university schools are reduced by 3 periods/week.

The head of a professional group or the head of a department group is reduced by 03 periods/week; the deputy head of a professional group or the deputy head of a department group is reduced by 01 period/week.
The head of the student management team in ethnic boarding schools and semi-boarding schools will be reduced by 3 periods/week; the deputy head of the student management team in ethnic boarding schools and semi-boarding schools will be reduced by 1 period/week.
Teachers who are also heads of the university's functional department are reduced by 6 periods/week; teachers who are also deputy heads of the university's functional department are reduced by 5 periods/week.
When the school does not have equipment and testing staff, teachers who are also in charge of subject classrooms (except for IT rooms) are reduced by 3 periods/subject/week, and those in charge of educational equipment departments are reduced by 3 periods/week.
Reduced teaching hours for teachers who concurrently work for the Party, mass organizations and other organizations in schools
Article 10 of Circular 05 stipulates:
Teachers and Party secretaries and Party cell secretaries (where no Party committees are established) at schools with 28 or more classes in regions 2 and 3, 19 or more classes in regions 1 are reduced by 4 periods/week; at the remaining schools, 3 periods/week are reduced.
Teachers who concurrently work in trade unions shall reduce the teaching hours according to the provisions of Circular No. 08/2016/TT-BGDDT dated March 28, 2016 of the Minister of Education and Training regulating the regime of reducing teaching hours for teachers and lecturers working in non-professional trade unions in public educational institutions in the national education system.
Teachers who also work as union secretaries or youth assistants, union advisors, and deputy secretaries of school-level unions are allowed to reduce teaching hours according to the provisions of Decision No. 13/2013/QD-TTg dated February 6, 2013 of the Prime Minister on the regime and policies for cadres of the Ho Chi Minh Communist Youth Union and the Vietnam Student Association in educational institutions and vocational training institutions.
Teachers who are also chairmen of the school council and secretaries of the school council will receive a reduction of 2 periods/week.
Teachers who are also heads of the school's People's Inspectorate are reduced by 2 periods/week.
In addition, teachers who concurrently work in education; teachers who concurrently work in student counseling; teachers who concurrently work in information technology (in charge of the IT department); teachers who concurrently work in clerical work; teachers who concurrently work in library work (in charge of the entire library); teachers who concurrently work in supporting the education of people with disabilities; teachers who concurrently work in administrative departments in vocational schools are also groups of subjects whose teaching quotas are reduced.
