Dear comrades, compatriots, soldiers and Vietnamese people abroad,
On the occasion of the sacred and important moment of the nation - when we officially operate the two-level local government apparatus in 34 provinces and cities across the country - a new administrative apparatus of the Socialist Republic of Vietnam, on behalf of the leaders of the Party, State of National Assembly, Government and the Vietnam Fatherland Front, I would like to send to all compatriots and comrades my best wishes; Wishing our country continued success on the path of innovation and development.
The decision to "rearrange the mountain goose" is a historic step of strategic significance, marking a new stage of development in the career of perfecting the state administrative apparatus, perfecting the institutions and organization of the political system to be synchronous, streamlined, effective, and efficient, towards perfecting a modern, creative, close to the people, serving the people, so that all benefits belong to the people.
Reorganizing administrative boundaries and operating a new local government model is an objective and inevitable requirement of the country's development in the context of globalization, digital transformation and the fourth industrial revolution. This is a valuable opportunity for us to innovate leadership thinking, innovate state management methods, strongly apply science and technology, improve the quality of national governance and increase efficiency in serving the people. This is also the result of the 95-year revolutionary cause under the leadership of the Party; the 80th anniversary of the Democratic Republic of Vietnam and the Socialist Republic of Vietnam along with the achievements of 40 years of renovation.
I call on all people across the country, from the border highlands to the remote islands, from urban to rural areas, to continue to promote the tradition of great national unity, uphold and continue to foster patriotism, community spirit, and mutual love to create a strong unity bloc - the invincible strength of our people.
I call on all levels of government, agencies, unions, civil servants, public employees, and workers to strongly transform in thinking and action, grasp development trends, innovate thinking and working methods, improve leadership and management capacity, promote the spirit of daring to think, daring to do, daring to take responsibility, being ready to sacrifice personal interests to move towards a modern, transparent, serving administration of the people, by the people, and for the people.
I call on the team of intellectuals, scientists, businessmen, artists, soldiers of the people's armed forces, youth, women, the elderly, teenagers, children, people of all ethnic groups, religions... to all compete creatively, actively study, work, produce, create a lot of material and spiritual goods and values, contributing to making our country develop faster, stronger and more sustainably.
I call on overseas Vietnamese to continue to turn to their homeland, to their national origin, to connect, support each other and contribute to the people of the country to build a strong Vietnam, a rich people, a strong country, a democracy, fairness, civilization, and standing shoulder to shoulder with the friends of the five continents. The Fatherland always extends its arms to welcome "citizens far from home" to join hands to build and develop the country.
On this occasion, I call on international friends, partners, and multilateral organizations to continue to accompany Vietnam in the journey to build a modern administration, a dynamic economy, a comprehensive developed society, and a nation of Vietnam that is affectionate, friendly, integrated, cooperative, responsible for peace, stability, progress, and common prosperity.
Dear comrades, compatriots and soldiers nationwide,
We are facing great luck. Every organization, every community, every individual is an important link in this strong reform cycle. Every Vietnamese person, whether domestic or foreign, has the role and responsibility of a citizen in bringing the country up, overcoming difficulties, promoting internal resources, taking advantage of external resources, and mastering their own future.
Let every working day be a creative day. Let each person be a soldier on the front line of innovation. Let the revolutionary spirit attack strongly, resolutely and creatively, imbued with the national soul in every action, every decision and every step of development.
From today, we continue to join hands, be unanimous, united, and agree to successfully implement the two-level local government model, ensuring a smooth, effective, and efficient organizational and operational system; protecting the legitimate rights of the people; caring for social security and expanding development opportunities for all classes of people.
I believe that, with the strength of great national unity, with strong aspirations, with the will to constantly innovate, the Vietnamese people will steadfastly continue on the path to building a peaceful, civilized, prosperous and happy socialist Vietnam.
