Strictly implement the policy of not setting up departments in cases under ministries and branches
This is one of the contents stated in the Central Steering Committee's request to summarize Resolution No. 18, after General Secretary To Lam's recent meeting with key leaders.
Accordingly, the Central Steering Committee on summarizing Resolution No. 18 recommends that the Standing Committee of the Government Party Committee lead and direct: Review, study, propose the issuance, amendment, supplementation or promulgation under its authority legal documents to create a legal basis for implementing the arrangement of public service units, schools, medical facilities, state-owned enterprises; and reorganize within ministries, ministerial-level agencies, and agencies under the Government.
Review and clearly define the functions, tasks, and powers of agencies, units, and organizations, especially agencies and organizations after mergers and consolidations, propose and make appropriate adjustments if necessary.
Review and perfect the institution to continue decentralization and delegation of authority between the Government, the Prime Minister and ministries and branches... between the Government, the Prime Minister and local governments, between heads of ministries, branches and local governments, between local government levels, between provincial and commune People's Committees and specialized agencies under the People's Committees at the same level, between specialized agencies under the Provincial People's Committees and specialized agencies under the Commune People's Committees.
Continue to review, arrange, and streamline the organizational apparatus in ministries, ministerial-level agencies, and agencies under the Government; strictly implement the policy of not setting up departments in departments under ministries and branches; in special cases, for departments under newly merged and consolidated ministries and branches with 3 or more department-level focal points or with a large number of staff (from 45 staff or more) can be considered for setting up departments (implemented in accordance with regulations, each department has 15 or more people).
Research on plans to reorganize schools and medical facilities
The Central Steering Committee on summarizing Resolution No. 18 requested the Standing Committee of the Government Party Committee to lead and direct: The Ministry of Finance to preside over research and propose a plan to reorganize state-owned enterprises and the apparatus within enterprises under the management authority of ministries, ministerial-level agencies, agencies under the Government and localities in accordance with the new situation.
The Ministry of Home Affairs shall preside over research and propose plans to reorganize public service units under the management authority of ministries, ministerial-level agencies, agencies under the Government and localities; research and propose plans to reorganize schools, educational institutions, medical facilities under the management authority of the Ministry of Education and Training, the Ministry of Health, ministries, branches and localities.
The Standing Committee of the Party Committee of the Ministry of Education and Training studies and proposes a model of party organization in universities to ensure Correspondence and synchronization with the arrangement of universities.
