Ninh Binh - The selection of principals after arranging schools in Ninh Binh is assessed based on 5 groups of criteria on a 100-point scale.

Do not naturally choose people with long seniority

According to the process of reviewing, evaluating, and selecting and appointing school principals after arrangement issued by Ninh Binh Provincial People's Committee attached to Decision No. 2951/QD-UBND dated August 7, 2026 on approving the overall plan for implementing the arrangement of public preschool, general education and continuing education institutions in Ninh Binh province.

The process clearly stipulates that it is not mandatory to choose the principal of the school to be headquartered, the school to keep the name or a person with a longer age and seniority. The selection must ensure objectivity, publicity, transparency, and at the same time control the risk of running for positions, running for power, localism and group interests.

The commune-level People's Committee will review all incumbent principals of schools subject to merger, determine cases of applying Article 33 of Decree 259/2026/ND-CP and cases where the ordinary appointment procedure must be carried out; and at the same time establish an appraisal team of 5-7 people. After that, the Standing Committee of the Commune-level Party Committee will consider the guidelines, criteria and list of qualified personnel for screening.

Personnel before being scored must meet mandatory conditions, including the standards for the title of principal, complete records and asset declarations; be assessed as completing tasks well or better in the last 3 years. People who have been classified as not completing tasks or have violations affecting appointment standards will not be included in the proposed list.

Management competence ranks highest

After passing the mandatory conditions, each principal will be evaluated on a 100-point scale based on 5 groups of criteria.

In which, the group of criteria on management, administration capacity and adaptability to large-scale schools accounted for 32 points, the highest among the groups. The contents considered include work organization, assignment and authorization; team management; professional activity control; financial, asset and facility management; handling complex situations; adaptability when management scope increases and school management experience by rank.

The team management criterion alone has a maximum of 6 points. The highest level is for those who arrange and use appropriate personnel, have a dialogue mechanism, develop the team, effectively handle the situation of personnel shortage - surplus and create consensus when there are changes.

The group of criteria on task performance results and management efficiency accounts for 27 points. The results of evaluating civil servants in the last 5 years are converted into points; the results of the collective are also calculated but associated with the actual time of the person being directly considered for management positions.

The group of criteria on political qualities, ethics, discipline, solidarity and participation in the political system accounts for 23 points. In which, the ability to gather and build internal solidarity is scored up to 6 points; if there is a conclusion that unity is lost due to the responsibility of the head, this criterion may be 0 points.

In addition, the group of criteria on qualifications, professional capacity and digital transformation accounts for 13 points. Practical digital competence is scored up to 5 points, focusing on the ability to use management systems, data, documents, digital signatures and data exploitation to serve decision-making.

The remaining 5 points belong to the group of criteria for level of confidence and prestige. The confidence ballot is only a reference component, not a personnel decision form. The vote must ensure the same form, secret ballot, make a record and store according to regulations.

To limit subjective scoring, quantitative criteria must have one scorer and one cross-checker; qualitative criteria must have at least two independent scorers. If the score difference is over 30% of the maximum score of the criteria, the appraisal team must compare the evidence. Each score must clearly state the documents as a basis.

According to the plan of Ninh Binh Provincial People's Committee, after arrangement, the number of educational institution focal points is expected to decrease by about 827 focal points, equivalent to 57%, from about 1,451 to about 624 focal points; and at the same time reduce by about 827 principals, from about 1,451 principals to about 624 people.
