Struggling to find sponsors, extra-curricular centers
Today, February 14, Circular 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning officially took effect.
"Finding a center, a guardian" is a phrase that Ms. Bich Ngoc (a parent with a child in primary school in Long Bien, Hanoi) and parents have been discussing enthusiastically for many days.
"My child lacks concentration, is quite slow, and has not kept up with the progress in class. Immediately after hearing new information from the school and the teacher, I chose to find a strict and responsible guardian to supplement Vietnamese, Math and English at home for my child. But currently, no teacher has accepted to teach their children" - Ms. Ngoc shared.
Ms. Vu Thu Huyen (Hai An, Hai Phong) also contacted 5 centers and 3 mentors last week, but is currently still in a state of "waiting".
"The centers or sponsors I have contacted have stopped teaching primary school students according to the circular, and they will have the latest announcement after February 14," Ms. Huyen sadly shared.
Having a child facing an important graduation exam, Ms. Huyen felt quite worried: "The children are taking extra classes to review for exams, so I stopped for a while to take extra classes, I was worried that the quality would decrease. In just 4 months, will that knowledge be 100% or just 70-80%? ".

The reason why parents in primary school have difficulty finding sponsors for their children, or the reason why centers have temporarily stopped receiving students is because Circular 29 stipulates: Not organizing extra classes for primary school students, except in cases of training in arts, physical education, life skills training; organizations or individuals organizing extra classes and extra classes outside of school that collect money from students (collectively referred to as extra classes) to register for business according to the provisions of law as well as ensuring regulations on location, form, time, etc.
This is the reason why many centers stop teaching extra classes for primary school students and temporarily stop teaching extra classes 6 - 12 because they need time to review and ensure the latest regulations.
Student Nguyen Anh Thu, who is majoring in Primary Education, said that the above new regulation makes her and many sponsors not dare to admit students.
"Some unclear terms make me worried. I am currently teaching 2 4th grade students and will temporarily switch to online teaching. I will continue to monitor the information to have a plan for the current students" - Thu said.
Proactively review plans
As one of the final year students, Le Ngoc Minh Anh, a 12th grade student, is worried about the big change in extra study when there are only 3 months left for the 2025 high school graduation exam to take place.
In addition to the high school graduation exam, Minh Anh also participated in the competency assessment exam to apply to Hanoi National University of Education.
Minh Anh shared: "Ability assessment is a more difficult and advanced exam. The method and form of the exam are completely different from the high school graduation exam. If I only focus on reviewing for the competency assessment exam, I will not have solid mass knowledge".
After the school announced the suspension of extra classes in the afternoon, Minh Anh thought about an online learning option, but in-person learning would be much more effective.
"When choosing a place to study more, I will listen to opinions and refer to people around me before deciding. The long-term suspension of extra classes will take me a lot of time to find a new place to study" - the female student shared.
