Circular 29/2024/TT-BGDDT of the Ministry of Education and Training (MOET) regulating extra teaching and learning takes effect from February 14.
According to the circular, extra teaching and learning in schools must not collect money from students and is only for 3 groups of students, who are the responsibility of the school: Students whose final semester subject results are not satisfactory; students selected by the school to train excellent students and final year students who voluntarily register for entrance exam review and graduation exam review according to the school's education plan. There are 3 groups of students.
Before this regulation, many schools stopped all extra teaching activities, causing senior students and parents to worry when the transition period and university entrance exams are only a few months away.
Regarding this issue, in the official dispatch sent to localities on the implementation of Circular 29 regulating extra teaching and learning, the Ministry of Education and Training clearly stated its viewpoint that schools must determine that reviewing and training for students who have not yet achieved or are at the end of their grade is their responsibility, so that they can meet the requirements of the 2018 general education program.
Depending on the situation, the Ministry of Education and Training recommends that localities consider providing appropriate financial support for schools to do this work, contributing to improving the quality of education and supporting disadvantaged and disadvantaged students...
As a parent with a 12th grader in Ha Dong, Hanoi, Ms. Vu Quynh Mai fully supports the new direction of the Ministry of Education and Training.
"There is a need for senior students to take extra classes. However, we cannot require teachers to teach extra classes for free. It is completely reasonable and humane for provinces and cities to pay for teachers to teach extra classes for senior students," Ms. Mai shared.
Ms. Nguyen Thi Thuy (Bac Tu Liem, Hanoi) hopes that Circular 29 will bring many positive points to Vietnam's education. Teachers will raise their sense of responsibility in each class, and parents themselves must cooperate with schools and teachers in educating their children.
"Many parents and students take their studies in class lightly because they think that by taking extra classes, their children can complete the program and pass the exams. This is extremely dangerous, gradually destroying each student's ability to self-study," said Ms. Thuy.
Many provinces and cities are finalizing decisions to guide extra teaching and learning according to Circular 29 of the Ministry of Education and Training.
The Department of Education and Training of Quang Binh province has a draft to ask for opinions from units to advise the Provincial People's Committee on the implementation of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Ministry of Education and Training, and at the same time propose additional regulations to effectively manage extra teaching and learning activities.
According to the proposal, the District People's Committee is responsible for arranging and allocating funds from the budget to support extra teaching and learning activities in schools, and periodically reporting to the Provincial People's Committee and the Department of Education and Training.
Thanh Hoa Department of Education and Training has completed the draft and will soon submit it to the Provincial People's Committee for decision and implementation guidance.
In Nghe An, Dr. Nguyen Van Khoa - Deputy Director of Nghe An Department of Education and Training said that the Department will advise the Provincial People's Committee to issue a document guiding extra teaching and learning activities.
