Towards schools without tutoring
On February 14, 2025, Circular 29/2024/TT-BGDDT on extra teaching and learning officially took effect. Many experts support this regulation, aiming for schools not to teach extra lessons, students not to need extra lessons.
Dr. Vu Thu Huong - former lecturer of the Faculty of Primary Education, Hanoi National University of Education - commented that Circular 29 allows teachers to teach extra classes without collecting tuition fees, helping teachers support weak students or nurture good students outside of class hours. This creates conditions for teachers to supplement knowledge for students when they cannot solve it during regular class hours.
Dr. Vu Thu Huong said that before 2000, teachers often gave free tutoring when students were in difficulty. But later, tutoring gradually became a paid service, turning into a business activity.

Two days before Circular 29/2024/TT-BGDDT officially takes effect, many teachers, parents and students who work as tutors are wondering whether the new regulation will completely stop tutoring. In particular, some tutoring centers have temporarily suspended elementary school classes due to concerns about violating regulations.
According to a number of tutoring centers in Cau Giay District, Hanoi, a center consultant said: "In the past few days, we have received many calls from parents. However, the center has temporarily stopped accepting primary school students and is waiting for specific instructions after February 14."
Some students who teach through tutoring centers have encountered difficulties when they are stopped midway. Thanh Hoa will soon issue guidelines on extra teaching and learning.
Regarding extra teaching and learning, the Department of Education and Training of Thanh Hoa province has completed the draft and will soon submit it to the Provincial People's Committee for decision and implementation guidance.
On February 12, speaking with a reporter from Lao Dong Newspaper, a representative of the Department of Education and Training (DET) of Thanh Hoa province said that regarding the implementation of Circular No. 29/2024/TT-BGDDT dated December 30, 2024, the Department has completed the draft, consulted with relevant departments and submitted it to the Provincial People's Committee to issue a decision on extra teaching and learning in the area.

Nearly 75,000 candidates have registered for the competency assessment exam.
On February 12, Ho Chi Minh City National University (VNU-HCM) announced that nearly 75,000 candidates had registered for the first round of the competency assessment exam.
Dr. Nguyen Quoc Chinh - Director of the Center for Testing and Training Quality Assessment of VNU-HCM, said that after 22 days of opening the registration portal, there were 74,781 candidates registered for the first round of the 2025 National High School Graduation Exam. It is expected that the number of candidates registering for the entire first round of the exam could reach 120,000 people.
Candidates register for the exam completely online, each candidate uses 1 account to register, print the exam notification form, view exam results and download the result notification form.
During the registration and exam process, candidates will be scheduled to take the exam at the nearest exam location. The exam notification form is created about a week before the exam date.
