According to Lao Dong's source, Phu Tho Provincial People's Committee has just sent a report to the Supervisory Delegation of the Ministry of Home Affairs on the results of arranging the organizational structure and managing staff in the locality.
According to the report, after July 1, 2025, the provincial-level administrative apparatus will continue to be streamlined. The number of administrative agencies and organizations will decrease from 275 to 258 focal points, equivalent to 6.18%.
The number of head-level leaders decreased from 244 to 240 people. Deputy-level leaders decreased from 899 to 717 people.
In 2026, the province is assigned 3,404 civil servant positions, an increase of 154 targets compared to July 1, 2025. The increase in positions is to meet the requirements of receiving and adjusting functions and tasks after arrangement.
Currently, the whole province has 2,364 civil servants, a decrease of 424 people compared to July 1, 2025.
At the commune level, Phu Tho has 706 head-level leaders and 1,481 deputy-level leaders. These targets increase by 68 and 223 people respectively to consolidate the apparatus at new administrative units.
The total number of commune-level civil servants assigned is 8,516 targets. The number of people present is currently 6,194, a decrease of 499 people compared to July 1, 2025.
For public non-business units, the province continues to consolidate units with similar functions, dissolve or transform models for units that are no longer suitable.
By May 2026, the whole province had 2,346 public non-business units, a decrease of 15 units compared to September 2025. The total number of employees assigned in 2026 decreased by 444 targets.
According to the Provincial People's Committee, the education career payroll has been supplemented. However, the Education sector still lacks nearly 11,900 payrolls compared to the scale of schools and classes.
The province has mobilized and assigned 1,166 officials and civil servants to strengthen the commune level. Among them, 30 people with information technology expertise are assigned to be specialized in information technology and digital transformation.
In the coming time, Phu Tho proposes that the Ministry of Home Affairs and central ministries and sectors soon issue a standard capacity framework for commune-level civil servants; guide the resolution of 36 redundant positions of deputy heads of departments and sectors.
Notably, the province proposed to report to competent authorities to supplement 2,448 appointed teachers to meet the human resource needs of the Education sector.
