According to the plan, by 2030, the scale of training in STEM (Science, Technology, Engineering, Mathematics) in Vietnam will increase to about 1 million students, of which 1% have a doctorate degree and 7% have a master's degree.

The strong group of Natural Sciences and Life Sciences is prioritized for investment in 4 dynamic regions and the Central Highlands, serving processing industries, high-tech agriculture, healthcare, energy, environment, and marine economy.
The group of strong people in computer technology and information technology, electrical, electronics and communication technology will be prioritized for development in 4 major urban areas (Hanoi, Ho Chi Minh City, Da Nang, Can Tho) and the South Central region, serving the development of software industries, semiconductor, electronics, telecommunications, and energy industries.
The strong group of mechanical engineering, electronics, control and automation, construction and transportation is focused on developing in the Northeast, Red River Delta, North Central and Central Coast regions, Southeast regions, Can Tho urban area to develop manufacturing, energy, construction and transportation industries, high-tech agriculture, and marine economy.
