Appeal the decision
On December 25, the People's Committee of Quang Binh province requested Ba Don town to cancel Decision No. 3481 dated December 27, 2023 on disciplinary action against the management official of Mr. Truong Dinh Le - Principal of Quang Tho Secondary School; directed the town's Department of Internal Affairs to advise on organizing a review of Mr. Le according to the nature and level of shortcomings.
Previously, the People's Committee of Ba Don town considered and resolved the citizen's fake complaint against Mr. Truong Dinh Le.
According to Conclusion 2388 dated November 6, 2023 of the People's Committee of Ba Don town, Mr. Truong Dinh Le, as Principal of Quang Tho Secondary School, Chairman of the Admissions Council (AEC) for grade 6 in the 2023-2024 school year of the school, seriously implemented Official Dispatch No. 311 dated May 15, 2023 of the Town Department of Education and Training on instructions for admission to grade 6 in the 2023-2024 school year.
Official dispatch No. 311 requires absolutely no admission fees, but Mr. Truong Dinh Le directed the school's Board of Directors to collect admission fees for grade 6 for the 2023-2024 school year, the amount of 50,000 VND/student, which is against regulations.
In addition, Quang Tho Secondary School's arbitrarily organizing the teaching of 3 subjects Math, Literature, and English after enrolling students in grade 6 in the form of review classes, to supplement knowledge for grade 6 students during the summer vacation, is a serious violation of the instructions and guidance documents of the town's Department of Education and Training.
Although the school only has two sessions and no tuition is collected from students, after receiving instructions from the leaders of the town's Department of Education and Training, the school immediately stopped teaching and learning extra classes. However, organizing teaching and learning during the summer is against the regulations.
Afterwards, the Chairman of the People's Committee of Ba Don town issued a disciplinary decision to reprimand Mr. Truong Dinh Le.
Mr. Le appealed his disciplinary decision to the People's Committee of Quang Binh province. On July 31, 2024, the verification team of the People's Committee of Quang Binh province worked with the school's 6th grade student council.
Review the nature of the case
Quang Binh Provincial People's Committee pointed out that due to new circumstances arising, it was determined that Mr. Truong Dinh Le did not violate the provisions of the law on collection, payment, and use of fees and charges as instructed by the Department of Education and Training of the town, so it requested the Chairman of Ba Don Town People's Committee to review the responsibility for the above shortcomings and errors of Mr. Truong Dinh Le in accordance with the nature and level of the behavior.
Mr. Le's shortcomings in organizing review classes to supplement knowledge for 6th grade students during the summer vacation (2 sessions) were not strictly implemented according to regulations and the agreement with the proposal of the Executive Committee of the school's parents' association for the 2023-2024 school year.
Mr. Le directed the temporary collection of 50,000 VND/student during the enrollment period, leading to public misunderstanding that the school collected admission fees for grade 6 in the 2023-2024 school year, creating negative public opinion and giving rise to complaints and denunciations to superiors. During the process of working with the verification teams, the Chairman of the People's Committee of Ba Don town has not provided documents related to this collection to clarify the nature of the incident.
Quang Binh Provincial People's Committee decided to partially recognize Mr. Truong Dinh Le's complaint against the decision of the Chairman of Ba Don Town People's Committee on disciplinary action against management officials.
Request the Chairman of the People's Committee of Ba Don town to cancel Decision No. 3481 dated December 27, 2023 on disciplinary action against the management officer of Mr. Truong Dinh Le; direct the Town's Internal Affairs Department to advise on organizing a review of Mr. Le according to the nature and level of shortcomings concluded above.
