According to the Department of Education and Training of Quang Ninh province, from the 2026-2027 school year, general education students and students studying in the continuing education program at the high school level who are studying at educational institutions in the province will be provided with a set of textbooks free of charge compiled by the Ministry of Education and Training for use in the school learning process.
This is part of Resolution No. 93/2025/NQ-HĐND, passed at the end of 2025, stipulating a number of support policies in preschool, general education and continuing education institutions in Quang Ninh province from the 2025-2026 school year to the 2030-2031 school year.
Accordingly, from the 2026-2027 school year, about 290,000 high school students and continuing education students throughout the province will benefit from this policy, with expected support funds of about 80 billion VND/school year.
The policy of providing free textbooks is implemented according to the common library model: The province provides funding to invest in purchasing textbooks to equip libraries of educational institutions; students and teachers are allowed to borrow textbooks for use in the school year or semester and return them after the end of the usage period for continued management and reuse.
According to Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development, it will strive to provide textbooks for free to all students by 2030.
Thus, Quang Ninh is the first locality in the country to implement the policy of providing free textbooks to students from the 2026-2027 school year.
In recent years, Quang Ninh has had many specific policies to encourage and improve the quality of comprehensive education, especially education in remote, mountainous, and island areas.
Most recently, Resolution No. 86/2025/NQ-HĐND stipulates policies to support school milk for preschool children and elementary school students studying at educational institutions in Quang Ninh province in the period 2025-2030. With this policy, on average, about 200,000 children and students in the province will benefit each year, with a budget of over 287 billion VND/school year.
