At the 34th session closed this afternoon (December 16), the 14th term People's Council of Quang Ninh province passed 31 resolutions, including a Resolution regulating a number of support policies in preschool, general education and continuing education institutions in Quang Ninh province, from the 2025-2026 school year to the 2030-2031 school year.
Accordingly, Quang Ninh will provide a set of textbooks/school year for free to high school students and continuing education students from the 2026-2027 school year.
Support 360,000 VND/child/month for lunch for preschool children in disadvantaged and priority groups, such as: Permanent residence in communes and villages in ethnic minority and mountainous areas or in island communes; receiving monthly social protection; belonging to poor or near-poor households; people with disabilities; children of martyrs, children of People's Army Heroes, children of war invalids, children of other policy beneficiaries according to regulations; having a father or mother who has a work accident or a vocational disease receiving regular allowances.
Support educational institutions with cooking staff for the above group according to the quota of 4,680,000 VND/45 children/month, 5 schools/1 quota; summer tuition fee of 1,125,000 VND/day/30 kindergarten children or 20 kindergarten children, along with electricity and water costs according to the quota.
Support lunch fees of VND 400,000/month for primary school students at schools with permanent residence in villages, communes in ethnic minority and mountainous areas or island communes, disadvantaged and priority groups; support educational institutions with cooking fees according to the norm of VND 2,340,000/month/35 students, 5 schools/1 quota; student management fees according to the norm such as cooking fees, along with electricity and water costs according to the norm.
Support students and trainees residing in communes, villages in ethnic minority and mountainous areas or island communes, and houses far from school (from 4km or more for primary schools, 7km or more for secondary schools and 10km or more for high schools or having to go to school through remote areas, difficult transportation, unable to go to school and return home on the day) VND 936,000/person/month when eating, staying in the city, cooking service fees according to the norm of VND 2,340,000/month/student 15, student management fees and electricity, water; or support the organization of daily pick-ups with a maximum of VND 510,000-730,000/student/month according to school level.
Tuition support for high school students, high school students studying at private institutions, vulnerable and priority groups, or permanent residents in Thong Nhat commune and admitted to Thong Nhat High School according to the annual quota of the actual tuition fee but not exceeding VND 936,000/student/month.
Support the Provincial Sports Training and Competition Center with funding to welcome talented students and athletes at a rate of no more than 500,000 VND/student/month.
It is expected that the total budget for implementing the above policies is over 400 billion VND/school year, supporting over 340,000 children, students, and trainees/school year.
