Quang Ninh Provincial People's Committee is assigning the Department of Construction to preside over and coordinate with departments, branches, localities, agencies, and related units to urgently develop a Project to support school transportation for students in the province.
In which, research and propose pilot plans in some areas with characteristic characteristics, representing urban, rural, mountainous, border, and island areas to evaluate effectiveness, complete models and serve as a basis for considering implementation throughout the province.
The project must clearly define the beneficiaries, scope of application, implementation roadmap, operating organization method, management mechanism, pilot and replication time, evaluation criteria, funding needs, implementation resources and other necessary contents.
Prioritize research for primary and secondary school students; and at the same time assess the scalability for high school students and preschool children in accordance with actual conditions.
Quang Ninh Provincial People's Committee requests to complete the Project, report to the Provincial People's Committee no later than June 26, 2026; strive to organize pilot implementation immediately in the 2026-2027 school year.
Quang Ninh Provincial People's Committee also assigned the Department of Construction to preside over and coordinate with the Department of Agriculture and Environment, Quang Ninh Power Company and relevant agencies and units to study and propose in the Project conditions to ensure implementation, including: land fund, transport infrastructure, student pick-up and drop-off points, parking lots, vehicle gathering points, electricity infrastructure and other necessary technical conditions; advise on implementation roadmaps and resource allocation plans.
Assign the Department of Education and Training to take the lead in reviewing and providing complete data to serve the development of the Project; including detailed statistics by school level, area, student pick-up and drop-off needs, study time, teaching organization characteristics and related information as a basis for determining beneficiaries, vehicle needs, route organization plans, operating frequency and appropriate implementation roadmap.
Assign the Department of Finance to preside over and coordinate with relevant agencies and units to research and propose support mechanisms, funding sources and plans to ensure resources for project implementation; advise on financial mechanisms to serve the pilot phase and implementation roadmap in the province, ensuring compliance with budget balancing capacity and current regulations.
According to the People's Committee of Quang Ninh province, researching and developing mechanisms and policies to support picking up and dropping off students to school is an important task, with practical significance in ensuring safety for students, reducing the pressure of picking up and dropping off for parents, improving the quality of service for people, contributing to building a safe and civilized traffic environment and effectively and synchronously implementing social security policies of the province.
