According to Official Dispatch No. 1581/BGD&DT-GDPT recently sent by the Ministry of Education and Training to the Provincial People's Committee on ensuring the maintenance and improvement of the quality and efficiency of public educational institutions at administrative units when implementing the 2-level local government model, the Ministry of Education and Training has some instructions on the above issue.
The Ministry of Education and Training recommends that localities keep educational units and transfer them to commune-level authorities to perform the function of state management of education for secondary, primary and preschool schools according to Conclusion No. 137-KL/TW dated March 28, 2025 of the Politburo and the Secretariat on the Project to reorganize and reorganize administrative units at all levels and build a model for organizing local government at 02 levels.
The Provincial People's Committee is responsible for directing specialized agencies to issue documents guiding the content of state management of education that the district level is managing to transfer to the provincial-level specialized agencies and the commune-level People's Committees when reorganizing the local government at 02 levels, ensuring that administrative activities related to education operate normally, smoothly, continuously without interruption, without affecting the normal operations of society, people and businesses.
Unify the implementation of state management of education for the sector's expertise; Recruitment, arrangement, mobilization, secondment, and development of teachers by provincial-level professional agencies (Department of Education and Training) to implement unified throughout the province to implement general regulation and handle the situation of teacher shortage.
Thus, according to the new document of the Ministry of Education and Training, the appointment and transfer of preschool management staff to secondary schools will be undertaken by the Department of Education and Training of the provinces when there is no longer a district level.
At this point, when the merger of the province, the number of schools and managers from preschool to high school level of each province is quite large. Although the work is heavier, the assignment of the Department of Education and Training of the provinces agreed to recruit teachers, the appointment of the principal, the vice principal ... will be a solution to resolve the excess of local teachers who have happened for many years.
The unification of the active right to the education sector in recruiting and using teachers is also a proposal made by the Ministry of Education and Training in the draft Law on Teachers (being submitted to the National Assembly for comments). The educational management agency for recruitment and use of teachers will help the recruitment to closely follow the professional standards of teachers, pedagogical practice skills of the employer.
