Tuition fees for civil schools of the Public Security and Military schools

Military students of police and military schools are exempted from tuition fees; the civil system still has to pay tuition fees according to separate regulations.

According to Clause 19, Article 15 of Decree 81/2021/ND-CP of the Government, learners of specific professional majors and occupations must meet the requirements of socio-economic development, national defense and security according to the provisions of the Law on Vocational Education. Specific professional majors and occupations prescribed by the Prime Minister will be exempted from tuition fees.

Based on the regulations of the Ministry of Education and Training and the Ministry of Public Security, below is a list of schools in the Public Security and Military sectors that are exempt from tuition fees:

However, the education system of the Public Security and Military schools is divided into two systems: the civil and military systems, each with different regulations and learning conditions.

The enrollment of civilians in military schools has stopped since 2019. Faced with difficulties in high-quality resources, while military schools are qualified and have strengths in many sectors, the Ministry of National Defense has developed a project to continue training high-quality human resources to serve industrialization and modernization from 2025.

Notably, civil students do not have to participate in the preliminary round like military students in each entrance exam, but they have to cover all living expenses and tuition fees throughout their studies.

After graduating, civil servants must proactively find a job that suits their major.

Regarding civil tuition fees, police and military schools have their own policies, specifically as follows:

1. Military Technical Academy

Military students are guaranteed full conditions for eating, staying, and studying; relatives are entitled to health insurance according to regulations.

Civil students study with standard tuition fees according to the regulations of the Ministry of Education and Training (ceiling: 1.85 million VND/student/month for the 2025-2026 school year). At the same time, students are allowed to use the same learning and training facilities as military students.

2. Academy of cryptography

In the regular university admission notice in 2025, the tuition fee at the Academy of Code Engineering is VND 525,000/credit.

3. Fire Prevention and Fighting University

The tuition fee for regular university training outside of the Public Security (civil service) under the standard program for the 2024-2025 school year is 1.85 million VND/month.

4. Military University of Culture and Arts

The tuition fee of the Military University of Culture and Arts is regulated with different fees depending on the level of education and training major.

For civil university training, the regular system for the 2025-2026 school year, the expected tuition fee is 1.91 million VND/month.

Regarding civil secondary education, the regular system for the 2025-2026 school year, based on Decree 81/2021/ND-CP dated August 27, 2021 of the Government, is adjusted annually but not exceeding the regulations, the current tuition fee is 1.6 million VND/month.
