We initially determined that the violation was of the collective of the Exam Council and have made notices to the Ministry of Education and Training (MOET)" - Colonel Nguyen Tuan Hung said and said that this is the basis for the MOET to re-determine the exam results for all candidates.
According to Mr. Hung, during the investigation, the police agency encountered many difficulties because this is an organized crime and the number of people involved is very large. With 328 candidates, Mr. Hung assessed that at this age, they have sufficient capacity to perceive behavior and law. However, in reality, their awareness of law is still limited.
Currently, 29 defendants have been prosecuted, including the Principal of Tuyen Quang Specialized High School and the head of the exam site. The crime is still Abusing positions and powers while performing official duties.
In the next investigation process, when there are signs and sufficient grounds to prosecute for another crime, the investigating agency will prosecute" - Mr. Hung said.
Violations belong to the Exam Council and those assigned tasks
Regarding the re-exam organization for 328 candidates at the Tuyen Quang Specialized High School exam site, Deputy Minister of Education and Training Pham Ngoc Thuong said that this is a necessary solution to restore fairness to them.

According to the Deputy Minister, up to this point, functional agencies have not distinguished which candidates have or have not committed violations. It has been determined that the violations belong to the Exam Council and those assigned to organize the exam.
The Deputy Minister acknowledged that re-examing will greatly affect the psychology and spirit of students. However, this is the best option for students who are truly capable of proving their abilities.
Regarding the exam questions in the upcoming re-exam, the Deputy Minister said that the Ministry of Education and Training has prepared carefully and thoroughly grasped the question-setting board to ensure that the exam questions are as difficult as the previous exam. The challenge is to ensure similarity in level with the exam questions of phase 1.
Although it cannot be absolutely the same, the principle is to ensure fairness, the rights of students, not making it more difficult or easier" - the Deputy Minister emphasized, and also said that more test experts have been added to review, compare and balance the difficulty between the two exam questions to minimize the difference.
For cases where candidates are found to have violated exam regulations later, the Deputy Minister affirmed that re-organizing the exam does not mean exemption from responsibility. If after the re-exam, even if they have been admitted to university, functional agencies detect violations of regulations, depending on the nature and severity, they will be handled according to regulations, including canceling the results or stopping studying.
