Previously, on July 9, the Ministry of Education and Training said that it had received an official request from the People's Committee of Tuyen Quang province on re-organizing the math exam for candidates at the Tuyen Quang High School for the Gifted exam site.
The Ministry of Education and Training requests the People's Committee of Tuyen Quang province to continue to direct functional agencies to urgently verify fully and objectively the nature of the case; clarify violations, and strictly handle organizations and individuals violating exam regulations and violating the law in accordance with regulations.
Based on the exam regulations, the inspection and handling results of Tuyen Quang Provincial People's Committee, the verification results of functional agencies and the comprehensive impact assessment of the case, the Ministry of Education and Training will decide on appropriate handling plans; ensuring objectivity, fairness, publicity, and compliance with the provisions of law.
At the same time, ensuring humanism in education, the legitimate and lawful rights and interests of candidates, not allowing those with real ability to be affected in their learning opportunities, and at the same time maintaining discipline, fairness and prestige of the high school graduation exam.
After the Ministry of Education and Training announced the high school graduation exam scores this year, public opinion discovered a series of unusual 10s in mathematics at the Tuyen Quang Specialized High School exam site. Specifically, there are 328 candidates, including 6 independent candidates, but up to 147 math exam papers achieved 10s, accounting for more than 95% of the 10s in this subject of the whole province. In addition to 147 10s, the group of candidates with similar registration numbers mostly achieved high scores, only 3 candidates below 8 points.
The above results are assessed as abnormal compared to the relative quality of education in this province over the years.
After a process of reviewing and verifying, on July 8, Tuyen Quang Provincial Police prosecuted and temporarily detained Mr. Nguyen Ha Duy (teacher of Tuyen Quang High School for the Gifted) for the crime of abusing positions and powers while performing official duties under Article 356 of the Penal Code.
To date, the Investigation Agency of Tuyen Quang Provincial Police has prosecuted 27 defendants to investigate the case of "abusing positions and powers while performing official duties" that occurred at the Tuyen Quang High School for the Gifted exam site during the 2026 high school graduation exam.
Currently, the Investigation Security Agency of the Ministry of Public Security has issued a decision to withdraw the case to this agency for further investigation and handling.
On the side of the Ministry of Education and Training, the Ministry said that Tuyen Quang Specialized High School students are still allowed to register for university admission because there is no conclusion from the competent authority.
The Ministry affirmed that the registration of aspirations is only the recognition of the right to participate in admission consideration; does not generate an admission quota, does not retain a place at a university and does not reduce the school's quota.
When there is an official conclusion in the process of reviewing registration dossiers, admission, and virtual filtering and detecting violators, they will be strictly handled; invalid results cannot be used as a basis for recognizing admission; and at the same time, the legitimate rights of non-violent candidates must be ensured. In case of violations that have been admitted or are still studying at university, they will still be handled according to the law" - Prof. Dr. Nguyen Tien Thao - Director of the Higher Education Department, Ministry of Education and Training affirmed.
