The Ministry of Education and Training (MOET) has just issued a Plan to promote the implementation of arranging the network of public preschool, general education, and continuing education institutions in the period 2026-2030.
The purpose of the arrangement, according to the Ministry of Education and Training, is to "reduce education management staff, increase direct teaching staff", pilot the model of a main school, with branches and school sites; consolidate management focal points to form large-scale educational institutions.
This orientation is receiving the attention of many teachers and parents.
Talking to reporters, Ms. Pham Thi Thu Trang, a teacher at a primary school in Dong Anh commune (Hanoi), said that this is a suitable policy in the context that many localities still lack teachers in some subjects.
According to Ms. Trang, before taking on the role of manager, the principal and vice principal are both teachers, so if they meet professional requirements, returning to teaching is normal.
I agree with the direction of increasing direct teaching staff. In many schools today, some teachers still have to concurrently do many jobs. If there are more teachers, the pressure will be reduced, and students will also receive more attention in the learning process" - Ms. Trang shared.
The female teacher also believes that the staff arrangement needs to be based on training expertise and the actual needs of each locality to promote the effectiveness of human resources.
For managers who have not directly taught for many years, in my opinion, they should have time to train and update the new general education program before returning to class. This will help teachers be more confident and ensure teaching quality" - Ms. Trang said.

As a parent whose child is preparing to enter 12th grade in Vinh Thanh commune (Hanoi), Ms. Chu Thi Chinh said that she supports the policy of increasing the number of teachers directly teaching classes because what parents are most concerned about is still the quality of students' learning.
If there are more teachers in the classroom after the merger, students will benefit. Many schools currently lack teachers in some subjects, so supplementing resources for teaching is very necessary" - Ms. Chinh said.
According to Ms. Chinh, besides rearranging the staff, the education sector also needs to pay attention to regimes and policies for management officials who switch to teaching.
The income of teachers today is still a concern for many people. If the income changes significantly from a management position to a teacher, it will more or less affect the psychology. I hope there will be appropriate policies so that experienced teachers can continue to confidently contribute" - Ms. Chinh expressed.
Meanwhile, Mr. Le Van Minh Duc - a parent whose child is in elementary school in Dong Anh commune (Hanoi) - believes that streamlining the apparatus is necessary if resources are prioritized for teaching activities.
What parents want is for their children to study with a team of teachers who are sufficient in quantity and ensure quality. If we reduce management focal points to increase direct teaching staff, I completely agree" - Mr. Duc said.
However, according to Mr. Duc, the personnel arrangement process after the merger needs to be carried out objectively and transparently.
I think the arrangement should be based on the capacity, expertise and actual needs of each school, and should not only be arranged according to places that lack personnel. When each person is doing their forte correctly, the work efficiency will be higher and students are also the beneficiaries" - he shared.
Mr. Duc also said that in order to retain teachers with expertise and experience, along with the transfer of positions, it is necessary to continue to pay attention to salary policies, allowances and the working environment.
