In the summary report, Chief of Office of the Ministry of Education and Training Tran Quang Nam said that one of the outstanding highlights of the term is the work of perfecting the system of mechanisms and policies. In 2025 alone, the Ministry of Education and Training submitted and promulgated a total of 77 documents under its authority, of which 40 documents were submitted to competent authorities for promulgation, 26 circulars were issued and 11 individual decisions were issued.
Notably, the Ministry has advised the Government Party Committee to submit to the Politburo for promulgation Resolution No. 71-NQ/TW on breakthroughs in education and training development, proposing new guidelines and policies to unblock bottlenecks, create breakthroughs in development, modernization and revitalization of the country's education system.

Along with that, the Law on Teachers - the first specialized law fully regulating legal positions, rights, obligations and policies for teachers - has been passed by the National Assembly. Three other important laws were also submitted to the National Assembly for approval according to a shortened process, including the Law amending and supplementing a number of articles of the Law on Education, the Law on Higher Education (amended) and the Law on Vocational Education (amended), contributing to removing obstacles from practice, completing a synchronous and modern legal corridor for education development.
During the term, the Ministry of Education and Training also focused on reviewing and arranging the organizational structure in a streamlined, effective, and efficient direction, in accordance with the two-level local government model. After the end of the Ministry Inspectorate's operation, the organizational structure of the Ministry decreased by 6 administrative organizations compared to 2024, reaching a rate of 30%. Public non-business units directly under the Ministry were arranged and streamlined to 65 units; the number of people working and receiving salaries from the state budget is 21,096 people, down 12.3% compared to 2021.
In the period 2021 - 2025, the quality of key education continues to be affirmed, reflected in the number of medals of students in regional and international Olympia exams; higher education and vocational education have many positive changes. Concluding the conference, Minister of Education and Training Nguyen Kim Son emphasized that the 2021-2025 term is a "term of change", with rapid speed, large scale, depth and profound impact on the entire sector.
Looking back at the past 5 years, the Minister emphasized that the position of the Education sector has never been so clearly concerned and positioned as it is today. The sector has received deep attention from the Party, State, Government and people, and is placed in a position of particular importance to national development.
Stepping into the new term, the Minister said that the Education sector needs to pay special attention to three key issues. First of all, it is necessary to clearly identify the development opportunities that are present, not to miss opportunities, not to miss the rhythm and not to disappoint the expectations of the Party, State and People. Secondly, it is necessary to maximize the advantages of the newly established institution, consider the institution as an important competitive resource, and soon bring the provisions of law and specific mechanisms and policies into life. Thirdly, it is necessary to prepare well to absorb and effectively transform large investment resources for education, turning resources into a real driving force for development.
In particular, the Minister affirmed that the fundamental and decisive factor for the quality and operation of the entire education system is the teaching staff. The promulgation of the Law on Teachers and the continued improvement of staff development policies demonstrate the industry's steadfastness in caring for the "subject" of education.
According to the Minister, where there are good teachers, there is good quality education; this is a big lesson of the term and also a consistent direction for the coming period.
