Immediately after the National Assembly passed the Law on Teachers, the Ministry of Education and Training proactively coordinated closely with relevant ministries and sectors, building a system of guiding documents for implementation, including a decree regulating salary policies and allowance regimes for teachers.
At the beginning of the 2025-2026 school year, Minister Nguyen Kim Son said that the basic salary of all teachers is expected to increase by at least 2 million VND per month, maximum up to 5-7 million VND. This additional money is only calculated for the basic salary, not including other types of allowances.
The draft Circular stipulates the code number, appointment and salary ranking for public teachers, including preschool, general education (elementary, secondary and high school), at each level of education, teachers are divided into three groups: Teachers, principal teachers and senior teachers, instead of grades III, II, I as at present.
For preschool level, the salary coefficient is from 2.1 - 6.38 (unchanged compared to the present).
At the primary, secondary, and high school levels, the salary coefficient of teachers is from 2.34 - 7.55. In which, the salary coefficient of senior teachers (old grade I) has been increased, from the coefficient of 4.4 - 6.78 to 5.75 - 7.55; the salary coefficient of principal high school teachers (old grade II) has increased from the coefficient of 4 - 6.38 to 4.4 - 6.78.
Thus, according to the draft, the expected salary coefficient for teachers is 2.1-7.55, meaning that teachers receive a salary of 4.9 - 17.66 million VND per month.
In addition to salary, teachers also enjoy a number of types of allowances including seniority allowances for teachers, professional preferential allowances, position allowances...
In which, vocational preferential allowances are adjusted in the direction of increasing to a minimum level of 70% for teachers, a minimum of 30% for employees and 100% for teachers working in border areas, islands, ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions (according to the provisions of Resolution 248/2025/QH15 on specific and outstanding mechanisms and policies to implement breakthroughs in education and training development promulgated by the National Assembly).
In addition, in the draft Decree regulating the salary policy and allowance regime for teachers, the Ministry of Education and Training proposed a specific coefficient for the salaries of public general education teachers (including primary, secondary, and general education) of 1.15.
If applied from January 1, 2026, the new teacher salary scale will be calculated as follows:
Salary level = Base salary level x Current salary coefficient x 1.15.
The base salary according to Clause 2, Article 3 of Decree 73/2024/ND-CP is 2,340,000 VND. If the State increases the base salary in 2026, teachers' salaries will increase even higher.
With the new proposed calculation method, the salary scale of teachers from 2026 is expected to contribute to improving income and creating motivation for the teaching staff, thereby improving the quality of education and training.
Ms. Tran Thi Thao, Dao San Ethnic Minority Boarding School, Lai Chau, affirmed that the new policies on salaries and allowances are a motivation for teachers to feel secure in working and contributing to the industry. Ms. Thao expressed her wish that these policies will soon take effect and go into life to improve teachers' incomes.
