Circular 29 of the Ministry of Education and Training regulating extra teaching and learning effective from February 14 has received special attention from public opinion and teachers.
The new points of the circular have shown the determination to bring extra learning to meet the real needs of students and parents. In which, the two decisive factors are not to organize extra classes with fees in school and teachers are not allowed to teach extra classes outside of school for their students.
A concern for parents is whether Circular 29 can be complied with by localities, schools, and teachers?
Speaking with Lao Dong, Mr. Hoang Chi Sy - Principal of Luu Hoang High School ( Ung Hoa District, Hanoi) said that Circular 29 does not prohibit teachers from teaching extra classes, but only requires teaching in accordance with regulations.
In the past, the school has promoted teachers to comply with Circular 29, absolutely not to teach additional subjects who are their main students.
"Schools do not have the function of checking whether teachers teach correctly or incorrectly, whether they are the right subjects or not. The school's responsibility is to propagate that teachers comply with Circular 29" - Mr. Sy said.
As for teachers who need to teach extra classes outside, Mr. Sy emphasized that they must report to the principal so that the school can grasp.
"If teachers are secretive and do not report honestly, then when interdisciplinary agencies detect violations and make records, the school will soon handle the teachers according to regulations" - Mr. Sy said.
Currently, teachers who are civil servants who violate regulations on extra teaching and learning will be handled according to Decree 112 of the Government on disciplinary action against cadres, civil servants and public employees.
Accordingly, the principal will base on the severity of the violation to issue a decision on disciplinary action from reprimand, warning to forced resignation.
In addition, teachers can be administratively fined from 5-10 million VND if they teach extra classes in the form of household business without registering for business, from 25-50 million VND if they teach extra classes in the form of business without establishing a business.
As for the tutoring center, Mr. Sy said that it is necessary to be responsible for both managing and contracting with the teaching teacher, not allowing the violation of the regulations according to Circular 29, including teachers teaching additional subjects who are their main students.
Checking the implementation of Circular 29 in Hanoi recently, in order to direct strongly and effectively to soon end the widespread situation of extra teaching and learning, Deputy Minister of Education and Training Pham Ngoc Thuong requested that management levels and the commune thoroughly grasp the 5-no" viewpoint and implement well the "4 elevated".
