To proactively respond to heavy rain, floods, flash floods, and landslides, the Steering Committee requests the Heads of Public Security of units and localities to strictly implement Directive No. 19 of the Prime Minister on strengthening the work of preventing, combating, and overcoming the consequences of natural disasters and urgently directing and implementing many key tasks.
In particular, the Steering Committee proposed to grasp the situation of heavy rain; proactively deploy plans and solutions to ensure good security and order at the grassroots level to promptly respond, not to be passive or surprised.

Arrange forces to guide, direct traffic, put up warning signs, coordinate to fix incidents, ensure smooth traffic on main traffic routes, resolutely not allowing people and vehicles to pass if safety is not guaranteed; organize rescue and relief immediately when situations occur.
Proactively coordinate with local authorities to quickly overcome the damage caused by natural disasters, clean the environment, and soon stabilize people's lives. Check and review dangerous areas that are not safe, especially in areas with deep flooding, along rivers and streams, vulnerable works under construction, underpasses, mineral exploitation and unused mines, industrial parks, urban areas, and densely populated areas at risk of landslides and flash floods to promptly evacuate and immediately move people and vehicles to safe places.
Deploy measures to ensure the safety of dams, hydropower plants, and works with key and important projects related to national security and the safety of people when releasing floodwaters in downstream areas.
Implement well the motto "4 on-site", "3 reads", "5 proactiveness" of disaster prevention and control plans, ensuring safety of life and health for forces directly on duty and safety of forces, headquarters, detention facilities, documents, and working equipment of the People's Public Security Forces. Prepare specialized equipment and means to serve natural disaster prevention, control and search and rescue.
