Recently, at the 5th Session (special session), the People's Council of Thai Nguyen province, term XIV, 2021 - 2026, passed Resolution No. 16/2025/NQ-HDND regulating fees, service fees, support for educational activities other than tuition fees and financial support for public educational institutions under the management of the province. The Resolution takes effect from September 1, 2025.
The subjects of application include public kindergartens and general schools; vocational education - continuing education centers; integrated education development support centers in Thai Nguyen province.
Not applicable to public educational institutions that are fully autonomous in regular and investment expenditures.
The principle of revenue and expenditure is determined to be collected correctly, sufficiently, and spent for the right purpose; publicly and transparently. Each fee must be agreed upon with the School Council, the Parents' Representative Board and approved by the management agency.
The contents that have been guaranteed or fully supported by the state budget will not be collected additional. Consider exemption and reduction for students under the policy, poor households, near-poor households, and students with disabilities who are in difficulty.
Specific regulations on fees:
Support for cooking for public preschools at a rate of 4,100,000 VND/month. For every 35 children in kindergartens or 50 preschool children, a quota is supported; if the number is small from 18 children in kindergartens or 26 children in kindergartens or more, an additional quota is calculated. The support period is 10 months/year.
