On the morning of September 22, the Party Committee of the Fatherland Front and Central organizations held the 1st Congress of Delegates for the 2025-2030 term.
Presenting a speech with the theme "Improving the quality of female cadres and party members in the political system; promoting the role of women in building happy and civilized families", Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Women's Union Nguyen Thi Tuyen said that in recent years, the Party and State have always paid attention to, promulgated and led the implementation of many documents and policies to promote gender equality, develop female cadres and party members, and promote the role of women in all areas of social life.
Along with that is the support and facilitation of departments, branches, the Vietnam Fatherland Front and mass organizations; the active mobilization and support of the Vietnam Women's Union; especially the tireless efforts and efforts of women across the country.
The team of female cadres and party members has developed in quantity and quality. As of July 2025, female Politburo members have reached 6.25%; female Central Committee members of the 13th Party (official and ad hoc) have reached 10.65%. After the arrangement of provinces and cities, there are 23 female Secretaries and Deputy Secretaries of provinces/cities (2 Secretaries, 21 Deputy Secretaries).
The rate of female delegates to the 15th National Assembly reached 30.26% - the highest since the 6th term to date; many female cadres holding key leadership and management positions in governments at all levels; the rate of female party members has basically increased over the terms.
The President of the Vietnam Women's Union emphasized that with 50.2% of the population being female, women play an important role, together with men, in preserving the good values of Vietnamese families and building a happy and progressive living environment.
In recent times, the Party Committee and Central Party Committee of the Vietnam Women's Union have led the work of mobilizing and supporting women to build happy and civilized families with many outstanding results. In particular, proactively advising, proposing policies and implementing gender-specific programs and projects and families, creating a legal corridor and mechanisms for practical care for women and children.
At the same time, promote support for women to improve economic empowerment, escape poverty sustainably, and move towards autonomy through start-ups, business startups, vocational training, job creation, support for livelihood models, cooperatives, and cooperative groups managed by women; increase access to policy credit capital and microfinance.
Spread the humanistic spirit of caring for and educating children through the role of mother and family; propagate, provide knowledge and skills to build a happy family; promote the role of men and the community in implementing gender equality, preventing domestic violence.
However, improving the quality of female cadres and party members still faces many challenges: the rate of female Party committees and key leaders in some localities has not met the target; the development of female party members in enterprises, ethnic minority women, and agricultural - forestry - fishery workers is still limited. There is not much work on creating resources, arranging, rotating, and seconding female cadres for practical training.
In addition, changes in family structure, population aging, gender imbalance at birth, the impact of natural disasters, epidemics, climate change... pose many complex social problems, especially domestic violence and child abuse.
In the new context, the Central Party Committee of the Vietnam Women's Union proposed many solutions such as enhancing education, training and fostering comprehensive capacity for female cadres and party members; promoting gender equality communication, perfecting policies; effectively implementing family, population and health programs; supporting women in economic development, creative startups; mobilizing the participation of the entire political system, enhancing supervision, criticism, and allocating resources for women's work...
According to Ms. Nguyen Thi Tuyen, the 2025 - 2030 term opens a major turning point in the process of arranging and perfecting the political system; at the same time, setting higher requirements for Party building work.
With high political determination, close leadership of Party committees and authorities at all levels and the efforts of female cadres and Party members, we believe that the 2025 - 2030 term will have clear changes in female cadres and promote the role of women in building happy and civilized families - Ms. Tuyen emphasized.
