Mr. Nguyen Huu Quan asked: "According to Decree No. 81/2021/ND-CP, students majoring in Marxism-Leninism and Ho Chi Minh Thought are exempted from 100% of tuition fees. So if students drop out of school, do they have to reimburse the training costs?"
Regarding Mr. Quan's question, the Ministry of Education and Training responded as follows:
Decree No. 81/2021/ND-CP does not stipulate a mechanism for reimbursement of training costs for cases where students who are exempt from tuition fees voluntarily drop out of school.
Therefore, in the case of students majoring in Marxism-Leninism and Ho Chi Minh Thought, who are exempted from 100% of tuition fees, they do not have to pay back training costs when they drop out of school.
Students exempted from tuition fees
Pursuant to Article 15 of Decree 81/2021/ND-CP, students exempted from tuition fees include:
- People with revolutionary contributions and relatives of people with revolutionary contributions according to Ordinance on preferential treatment for people with revolutionary contributions No. 02/2020/UBTVQH14.
- Students with disabilities.
- People from 16 to 22 years old studying for a first university degree who are eligible for monthly social benefits; or studying in secondary or college but are orphaned and have no one to rely on.
- Students of the selection system (including students of the selection system for vocational boarding with a training period of 03 months or more).
- Students studying at preparatory colleges and preparatory faculties.
- Students studying at vocational and higher education institutions who are ethnic minorities and whose parents or both parents or grandparents (if living with grandparents) are from poor or near-poor households.
- Students majoring in Marxism-Leninism and Ho Chi Minh Thought.
- Students, trainees, and postgraduates majoring in: Tuberculosis, Leprosy, Psychiatry, Forensic Examination, Forensic Psychiatry, and Pathology at public medical training schools according to State-ordered quotas.
- Ethnic minority students are very few in areas with difficult or especially difficult socio-economic conditions.
- Students who are eligible for the program or project are exempt from tuition fees.
- Graduated from junior high school and continued to study at intermediate level.
- Students at intermediate and college levels, for industries and professions that are difficult to recruit but have a social need to recruit.
- Students of specialized majors that meet the requirements of socio-economic development, national defense and security according to the provisions of the Law on Vocational Education.
Thus, if they belong to one of the above categories, students will be exempted from all tuition fees when studying at colleges and universities.
In addition, according to Article 4 of Decree 116/2020/ND-CP, pedagogical students are supported by the state to pay tuition fees at the tuition level of the teacher training institution where they study;
Pedagogy students are supported by the state with 3.63 million VND/month to cover living expenses during their time studying at school.
The duration of support for tuition and living expenses is determined by the actual number of months of study at the school as prescribed, but not exceeding 10 months/school year. In the case of teaching under the credit system, the teacher training institution can convert the support level to suit the credit system. The total support cost for the entire course under the credit system does not exceed the support level prescribed for the course by school year.
