160 diplomas issued illegally by Kinh Bac University

Kinh Bac University confirmed that all 160 diplomas signed by Mr. Pham Ngoc Truc and issued to students in the second batch of 2024 were illegal.

Kinh Bac University (Bac Ninh province) has just issued a notice on the school's official website, warning about the fact that 160 university graduation diplomas of students signed and issued by Mr. Pham Ngoc Truc were not properly authorized.

According to the announcement, the school implemented Document No. 6976/BGDDT-TCCB of the Ministry of Education and Training (MOET) dated October 29, 2024 on the organization and operation of Kinh Bac University. The President of Kinh Bac University announced the postponement of the Graduation Ceremony for the second batch of graduates in 2024.

However, on November 2, 2024 at Muong Thanh Hotel - Bac Ninh City, Mr. Pham Ngoc Truc was appointed by Ms. Nguyen Thi Tuyet Hong as Vice Principal of Kinh Bac University in violation of regulations and legal procedures, and illegally organized the Graduation Ceremony and awarded degrees to 160 graduating students.

Kinh Bac University explained that according to legal grounds, all university diplomas signed and issued by Mr. Pham Ngoc Truc were not authorized and therefore have no legal value.

The school also affirmed that Ms. Nguyen Thi Tuyet Hong's use of her position as Chairwoman of Kinh Bac University's Board of Directors to appoint and assign tasks to Mr. Pham Ngoc Truc and Ms. Dao Thi Bich Thuy was not within her authority, not in accordance with procedures, and not in accordance with the law.

The announcement also confirmed that Mr. Pham Ngoc Truc and Ms. Dao Thi Bich Thuy are not Vice Principals of Kinh Bac University. The act of Mr. Pham Ngoc Truc and Ms. Dao Thi Bich Thuy claiming to be Vice Principals is an illegal act.

According to the school, at present, the Chairman of the Board of Kinh Bac University is Mr. Doan Xuan Tiep and the Principal is Mr. Nguyen Van Hoa.

"Mr. Pham Ngoc Truc is not a legal vice principal, so Mr. Pham Ngoc Truc's act of signing and issuing diplomas to students is illegal and has no legal value, leading to the entire diploma signed by Mr. Pham Ngoc Truc and issued to students being illegal," the school's announcement stated.

According to the school, Mr. Pham Ngoc Truc's signing of graduation certificates for 160 students affected the legitimate interests of students, the reputation of Kinh Bac University and caused many consequences for society.

Kinh Bac University recommends employers and students who have received the above diplomas to avoid risks and bad legal consequences that may occur due to unauthorized signers and issuers and abuse of power and authority.

Previously, on October 29, the Ministry of Education and Training issued document No. 6976 on the organization and operation of Kinh Bac University, which clearly stated that many decisions on dismissal and removal of the school were not in accordance with regulations.

The Ministry of Education and Training requests that investors, the school board, and the principal of Kinh Bac University review, self-inspect, revise, supplement, replace, revoke, and abolish documents issued without proper procedures, without proper authority, and without proper regulations on personnel standards as prescribed by law.

Require individuals who are appointed or assigned tasks not to perform tasks according to appointment or assignment decisions that are not in accordance with the provisions of law.
