The Hanoi Department of Education and Training recommends that affiliated educational institutions closely monitor the developments of storm No. 11, proactively prepare plans and deploy response plans.

On October 3, implementing Official Dispatch No. 1753/CD-BGDDT dated October 2, 2025 of the Ministry of Education and Training on overcoming the consequences of Storm No. 10 and proactively responding to Storm No. 11 and the direction of the City People's Committee, the Department of Education and Training requested the People's Committees of wards and communes to direct educational institutions in the area; Heads of units and schools under the Department of Education and Training to focus on implementing the following contents:

1. Closely monitor the developments of storm No. 11, seriously and effectively implement the directions and instructions of the Central Government, the City and local authorities in natural disaster prevention, control and search and rescue. Regularly closely monitor warnings, forecasts and weather and natural disaster developments to proactively prevent, avoid, respond and overcome the consequences of natural disasters.

2. Based on weather and natural disasters, proactively review and prepare plans, deploy disaster response plans according to the "4 on-site" motto in accordance with school conditions. Review the tree system in the school's premises if perennial trees are found at risk of being broken or falling, they must be reported for timely handling. If they cannot be implemented immediately, there must be a warning of danger and contact the professional agency for handling as soon as possible.

3. Have a plan and promptly relocate assets, machinery, equipment, tables, chairs, records, and books to safe places to ensure no damage, damage, or loss, minimizing damage caused by the storm.

4. Units and educational institutions with boarding students strictly manage students. The movement of students must be closely coordinated between schools and families according to the plan and direction of local authorities, ensuring absolute safety. At the same time, prepare enough drinking water, food and provisions to ensure the living needs of students staying at school during the storm.

5. Faced with developments in natural disasters, floods, and epidemics, heads of educational institutions need to regularly monitor the situation, promptly adjust flexible teaching and learning organization plans, and choose appropriate forms; at the same time, proactively report to the People's Committees of wards and communes; relevant units and the Department of Education and Training for coordination in direction and handling.

6. Proactively organize disinfection and flood treatment to ensure a safe environment for students and teachers.

7. Absolutely do not organize extracurricular activities or collective activities, especially in areas at risk of flooding and landslides. Establish an information channel for parents to manage students when participating in local activities, minimizing the risks that may occur due to storms.

8. Regularly update information, summarize damage and develop solutions, and report to the Department of Education and Training, through the Department of Politics, ideology and Student Affairs.
