On December 23, the Department of Education and Training of Quang Tri province said that it had just sent a document to the Department of Home Affairs on the arrangement carried out on the basis of closely following Resolution No. 71-NQ/TW of the Politburo on breakthrough development of education and training, along with instructions from the Ministry of Education and Training on reorganizing the network of educational institutions in accordance with the two-level local government model.
One of the notable contents is the plan to handle Nguyen Huu Than High School. The school currently has 10 classes, which have not yet reached the minimum scale according to regulations. On that basis, the Department of Education and Training proposed 2 options: merging with the junior high school block of a neighboring school to form an inter-level model of junior high school - high school, or merging into Trieu Phong High School.
Both options are included in the implementation roadmap from the 2026-2027 school year, after completing the appraisal and decision of the competent authority. The common point emphasized is to ensure stability in the psychology of students, teachers and the rights of workers, avoiding sudden disruption.
According to the Department of Education and Training, the arrangement is not to narrow learning opportunities but to effectively use facilities and equipment, in accordance with population distribution and actual traffic conditions.
The content that received much attention was the plan to arrange continuing education centers, vocational education - continuing education (GDNN - GDTX). Based on the review, the Department of Education and Training proposed to reorganize the central system in a streamlined but selective direction.
Notably, the education sector proposed not to merge some centers in mountainous and border areas such as Minh Hoa, Tuyen Hoa, Le Thuy, Quang Ninh (old). The reason given is the large terrain, difficult transportation, and long travel distances, if merged, it will reduce the ability to access education for learners, especially ethnic minorities.
According to the analysis, many centers are currently the "backbone" for maintaining illiteracy, continuing education and vocational training associated with on-site livelihoods. Mechanical merger can lead to increased school dropouts, directly affecting the results of universal education and compulsory education.
In parallel with the arrangement, the Department of Education and Training of Quang Tri also proposed a long-term orientation of gradually converting vocational education and continuing education centers into a vocational secondary school model, both teaching culture and vocational training in the direction of application.
In addition to the plan to reorganize the system, the Department of Education and Training also recommended that the Department of Home Affairs advise the Provincial People's Committee to propose support policies for cadres, teachers and staff affected by the reorganization process.
On the same day, the leader of the Department of Home Affairs of Quang Tri province informed that they are currently planning to submit to the Provincial People's Committee on the arrangement of educational units in the area.
