On November 28, Politburo member, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion 221 of the Politburo and the Secretariat on the situation and results of the operation of the political system and local government at both levels.
At the meeting on November 28, 2025, after listening to the Report of the Central Organizing Committee on the situation and results of the activities of the apparatus of the political system and local governments at both levels in November 2025 (Report No. 565-BC/BTCTW, dated November 27, 2025), the Politburo and the Secretariat concluded as follows:
Basically agreed with the Report of the Central Organizing Committee on the situation and results of the activities of the political system and local government at both levels in November 2025.
The Politburo and the Secretariat acknowledge and commend Party committees, Party organizations, Government Party Committees, National Assembly Party Committees, Central Organizing Committees, ministries, branches, Provincial Party Committees, City Party Committees and Party Committees of communes, wards, and special zones... for continuing to make efforts, overcome difficulties, promptly guide, handle, and remove arising obstacles, contributing to ensuring the stable, smooth and increasingly better operation of the political system and local government at both levels.
Requesting Party committees, Party organizations, agencies, units and localities to seriously and promptly and effectively implement the conclusions and instructions of the Central Party Executive Committee, Politburo and Secretariat on building and perfecting the organization of the political system and operation of local governments at both levels.
Requesting the Provincial Party Secretaries, City Party Committees, ministries and heads of ministerial-level agencies to manage and directly direct the tasks and work contents of their assigned ministries, branches and localities; increase grassroots visits to grasp the situation, inspect and urge, promptly direct the resolution and removal of difficulties and problems arising, especially the handling of headquarters and public assets, ensuring that the work is implemented on schedule and meets quality requirements.
The Government Party Committee assigned the ministries and branches to continue to coordinate with the Ministry of Justice and relevant agencies to urgently review the entire system of legal documents for each branch and field to promptly amend, supplement, and perfect institutions, policies, and laws to ensure close to reality and thoroughly overcome the overlapping and conflicts that are not in line with the model of local government at two levels.
In particular, priority is given to the following areas: Finance - budget; land and planning; administrative reform and digital transformation; development of science and technology; organization of apparatus, cadres, regimes, policies; education, training, health; special attention is paid to modernizing digital infrastructure, improving the capacity of commune-level cadres and reasonably arranging the team according to the requirements of new tasks.
The Politburo and the Secretariat request the Government Party Committee to direct Party committees and Party organizations at the central level according to their assigned functions and tasks to urgently lead, direct the resolution and handling of specific recommendations of agencies, units and localities (with specific assignments in the attached appendix), to be completed in 2025. For the contents that cannot be resolved immediately, there must be an assignment plan, a specific timeline and full information to agencies, units and localities.
Requesting Party committees, agencies, units and localities to step up the review and arrangement of the internal apparatus, urgently completing the arrangement of public service units according to requirements and progress. The Provincial Party Committees and City Party Committees coordinate with the Ministry of Health, the Ministry of Education and Training and the Ministry of Home Affairs to urgently arrange public educational institutions at the commune level (kindergarten, primary school, secondary school, inter-level school) and commune-level health stations, to be completely completed before December 31, 2025.
Conclusion 221 also clearly states that the Central Organizing Committee is assigned to continue to preside over and coordinate with the Ministry of Home Affairs to carefully assess the situation and results of the activities of the apparatus of the political system and local governments at both levels, especially the organization and implementation of policies and orientations on the organization of the apparatus, cadres, decentralization, delegation of authority, classification of administrative units... to report to the Politburo and the Secretariat for direction.
