Complete the arrangement of public educational institutions before December 31
The Ministry of Education and Training issued Official Letter 7907/BGDDT-GDPT in 2025 implementing Conclusion 221-KL/TW in 2025 of the Politburo, which included the content of terminating the arrangement of educational institutions before December 31, 2025.
The Ministry of Education and Training (MOET) requests the People's Committees of provinces and cities to urgently implement the following tasks:
Advising the Provincial Party Committee Standing Committee to organize the implementation of the Central's directives on the arrangement of public service units in the education sector and the contents of Official Letter 131-CV/DU in 2025 of the Party Committee of the Ministry of Education and Training. At the same time, implement the subject guidelines of the Ministry of Education and Training in Official Letter 6165/BGDDT-GDPT in 2025 on the arrangement and organization of preschool, general education and continuing education institutions.
Review and reorganize the apparatus and network of public educational institutions according to the instructions and regulations of the Ministry of Education and Training to ensure streamlining, convenience in organizing teaching activities and suitability with the local situation. Speed up the arrangement of kindergartens, primary schools, secondary schools, and inter-level schools. Focus on forming, maintaining and developing models of ethnic boarding schools, semi-boarding schools and inter-level boarding schools for students in the commune center or inter-commune to create favorable conditions for students.
Strengthen inspection, monitoring, urging and timely direction to remove difficulties and obstacles, ensuring stability of teaching activities when arranging. At the same time, direct the Department of Education and Training, related sectors and People's Committees at the commune level to comprehensively assess each arrangement plan, thereby selecting or adjusting a suitable and feasible roadmap. Prioritize safe travel conditions, reasonable distance, limit costs and risks for children, students, trainees, etc., especially in disadvantaged areas, border areas, and islands.
Pedagogical colleges will join pedagogical universities
Regarding the arrangement of higher and college educational institutions, Minister of Education and Training Nguyen Kim Son said that in the planning of universities, colleges, and the upcoming pedagogical college system, there will be only 3-4 schools, the trend of pedagogical colleges will merge into pedagogical universities. In the pedagogical university, there will be training for preschool teachers at the college level.
"In my opinion, we need to include a principle in the law that universities can be allowed to organize college training in some specialized, specific, in-depth fields and special fields according to the country's human resources requirements, so in my opinion, we need to include a principle in the law that universities can be allowed to organize college training in universities" - the Minister expressed his opinion.
Orientation to streamline staff and personnel after merger
The Ministry of Home Affairs has just issued a document guiding the proposed staffing for the 2026-2031 period according to job positions. This document is accompanied by a set of principles and orientations sent to ministries, branches and People's Committees of provinces and cities to serve as a basis for unification in developing a staffing plan.
According to the new orientation, staff streamlining will be carried out according to the level of organizational arrangement. At the central level, merged units according to the summary of Resolution 18 must reduce the number of civil servants by 15%, while non-merged units must reduce by 5%.
In localities, unmerged provinces will have a 5% reduction in total staff; provinces formed on the basis of merging two units must reduce by 15%; and provinces merged with three or more units must reduce by 20%.
For the education sector, the staffing of civil servants will be kept stable to meet the requirements of implementing Resolution 71 of the Politburo.
