On the afternoon of July 17, the Ministry of Education and Training (MOET) held a conference to summarize the process of developing, promulgating and implementing the Law on Teachers.

Reporting on the summary of the process of developing the Law on Teachers and implementing the development of documents guiding the implementation of the Law, Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers - said that the preparation process to develop the Law on Teachers project has been conducted by the Ministry of Education and Training for a long time and has achieved important progress mainly since 2018.

On June 16, 2025, the 15th National Assembly of the Socialist Republic of Vietnam officially passed the Law on Teachers with an impressive rate of 94.35% of delegates present in favor.
On the morning of July 11, the Office of the President held a press conference to announce the President's Order promulgating the laws passed by the 15th National Assembly at the 9th Session, including the Law on Teachers No. 73/2025/QH15 with 9 chapters and 42 articles.
The Law on Teachers takes effect from January 1, 2026 - marking the first time in history that the National Assembly of the Socialist Republic of Vietnam issued a separate law fully regulating the position, role, rights, obligations and regimes and policies for the teaching staff.
In the report, Mr. Vu Minh Duc also shared 5 notable highlights in the provisions of the Law on Teachers, including: Affirming position, protecting honor and prestige of the teaching profession; teachers' salaries are ranked highest in the administrative career salary scale system; policies on treatment, support and attraction for teachers; standardizing and developing the team - improving the quality of education; increasing autonomy for educational institutions and giving the sector of Education proactive authority.
The Law on Teachers is a crystallization of collective intelligence, nurtured from the efforts, enthusiasm and responsibility of many participating agencies, units and individuals. The law demonstrates the strong political determination of the Party and State in realizing major policies on developing the teaching staff, fundamental and comprehensive innovation of education and training, said Mr. Vu Minh Duc.
As a participants in the process of developing the Law on Teachers for 4 years, Dr. Pham Do Nhat Tien assessed the leadership role, including the Ministry of Education and Training and the important Committee for Culture and Education.

With his experience, Mr. Tien believes that bringing the Law on Teachers into life will be a much more difficult and complicated journey than the process of building the Law on Teachers.
"It is necessary to ensure that everyone complies with a basic core, which is to ensure the unified management rights of the education sector for teachers" - Mr. Tien emphasized.
At the conference, Minister of Education and Training Nguyen Kim Son expressed his joy that the Law on Teachers has been passed by the National Assembly. The Minister affirmed that this is an important event, of great significance to the education sector in particular, and to the country in general.
According to the minister, the spirit that the team developing the Law on Teachers pursues is: Developing the law to develop the teaching force.
Faced with concerns about implementing the law into life, Minister Nguyen Kim Son said that the law is a tool, not a destination and we have a sharp, solid tool to develop the teaching force. This is a continuous, unceasing job.
At the conference, 2 collectives and 63 individuals received Certificates of Merit from the Minister of Education and Training for their many contributions and participation in the development of the Law on Teachers.
