The Law on Teachers has been passed by the National Assembly and takes effect from January 1, 2026. One of the outstanding policies of the Law is the regulation on salary policies and treatment regimes for teachers.
Specifically, Article 23, Clause 1, Point a: Teachers salaries are ranked highest in the administrative career salary scale system.
Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Management, Ministry of Education and Training said that current regulations do not ensure the implementation of the policy of "teacher salaries are given the highest priority in the administrative career salary scale system".
The application of the general salary table for teachers like civil servants in other sectors and fields has not shown the complexity of each different sector and profession.

The salary table applies to the majority of teachers (accounting for about 90% of the number of teachers who are preschool, primary and secondary school teachers) who are ranked lower than civil servants in other sectors such as health (doctor, pharmaceutical), construction (architect, engineer), culture - sports (director, actor, painter, coach...), science and technology (searchist, engineer), information and communication (reportist, translator, television director)...
Therefore, in the draft Decree regulating salary policies, allowances, support and attraction regimes for teachers in the draft Law on Teachers, the Ministry of Education and Training plans to advise the Government to rearrange the salary tables of a number of titles of teachers (such as preschool, general education, university admission, Grade IV vocational education teachers, etc.) to ensure consistency in the salary table applicable to the professional titles of teachers and civil servants in other fields and fields; at the same time, ensuring the living standards of teachers, helping teachers feel secure in their work and dedication to the education cause.
The draft Decree also stipulates a specific salary coefficient for teachers at 1.1 to 1.6 depending on the level of education and training level to ensure that teachers' salaries are higher than those of civil servants and the salary table applied by other sectors and fields; reduce the salary gap between young teachers and long-time teachers in the same job position.
"These expected solutions are implemented in the context that salary payment is still implemented according to the provisions of Decree No. 204/2004/ND-CP and will be the basis for implementing salary rearrangement when the Government issues a new salary policy to ensure that teachers' salaries are "ranked highest" - Mr. Duc emphasized.
Currently, in addition to salary according to the general salary table for civil servants in sectors and fields, teachers are also entitled to seniority allowances for teachers; preferential allowances for teachers contributing to increasing teachers' income. In addition, teachers working in specialized schools and areas with particularly difficult socio-economic conditions also receive some corresponding allowances and subsidies.
In addition, in some job positions, for some types of jobs, teachers are also paid additional allowances, subsidies, and other remunerations such as position allowances, work responsibility allowances, heavy, toxic, dangerous allowances, mobile allowances, preferential policies in integration education, etc.
