On July 18, 2025, the Politburo issued Conclusion Notice No. 81-TB/TW on the policy of building schools in border communes. Implementing this policy, Son La is implementing investment in 13 inter-level boarding schools for primary and secondary schools in 13 communes.
Currently, in addition to Phieng Khoai Commune Boarding School (invested by the Provincial Police) has started construction, the remaining schools are in the process of selecting locations and site clearance.
In some communes, land allocation for school construction is facing difficulties and obstacles, especially in planning and site clearance.
Mr. Giang A Ky - Chairman of Xuan Nha Commune People's Committee said that through review, the planning is no longer legally valid to serve as a basis for local adjustment of the construction of Xuan Nha Commune Boarding School: "We have reported to the province to soon have solutions to remove and speed up the project's progress".
In Long Sap and Chieng Son, up to now, the Provincial People's Committee has not approved the investment policy, has not balanced capital sources, so there is no basis for project implementation.
Mr. Nguyen Dinh Viet - Chairman of Son La Provincial People's Committee - said that to invest in building inter-level boarding schools for primary and secondary schools in border communes, the Provincial People's Committee has established working groups to inspect and survey construction locations in communes.
At the same time, a Steering Committee was established to implement investment in the construction of boarding schools at the inter-level of primary and secondary schools in border communes. The Steering Committee has also issued operating regulations and notified each member of the Steering Committee to assign specific tasks.
Currently, the communes are focusing on completing the planning work, speeding up compensation and site clearance according to regulations.
"The province is assigning the Police, the Military Command and the Project Management Board for Investment in Construction of Agricultural and Rural Development Works to immediately start implementing the investment planning. Focus on removing difficulties and obstacles to ensure assigned progress" - Mr. Viet said.
It is known that Son La province is focusing resources to invest in the construction of 13 inter-level primary and secondary schools, with a total investment of over 2,000 billion VND in 13 border communes including: Long Sap, Chieng Son, Xuan Nha, Phieng Khoai, Chieng Khuong, Sop Cop, Muong leo, Muong Lan, Muong Hung, Chieng Khoong, Phieng Pan, Yen Son, Long Phieng. Each school is expected to have a scale of 3 - 5 hectares and can accommodate 800 - 1,000 students.
