Ms. Nguyen Le Thuy (a teacher in Nhu Xuan district, Thanh Hoa province) said that she herself signed a contract to be a teacher under Decree 111 from the beginning of 2024, with a contract period of 12 months. During 2024, all jobs and payment regimes were well performed, including 3 summer months, she received salary and fully closed the insurance regime.
“By 2025, we received a notice from the school on adjusting the contract time, from 12 months as the previous year, down to only 9 months, and did not sign 3 months of summer vacation.
Graduated from pedagogy, many years of struggling to do different jobs, more than a year ago I was signed a contract as a teacher. Thinking that he will have a stable job, rest assured and dedicated. When I received the notice of reducing the contract time as above, I really felt very vague ” - Ms. Thuy said.
Like Ms. Thuy, Ms. Le Hang Nga (a teacher of a school in Nhu Xuan district, Thanh Hoa province) expressed: Do not know after the summer vacation, until the beginning of the new school year, whether she will be signed a contract or not, because the signing depends on the recruitment agency, if the unit sees the lack, they signed it.
It is known that in Thanh Hoa, there are quite a lot of teachers who have a reduced contract time (not signing 3 months of summer). The reason is that, on December 31, 2024, the People's Committee of Thanh Hoa province decided to assign the number of contracts to work as a teacher to be supported with funding in preschool and public education institutions under Decree 111, the implementation time from 1.1,2025 to 31.5.2025. Therefore, the units and localities have made the previous signed contract term for teachers only until the end of May 31, 2025.
How will it be handled?
Talking to Lao Dong, Mr. Dau Thanh Tung - Vice Chairman of Thanh Hoa People's Committee said that signing contracts for teachers over the past time is a temporary step to solve the shortage of teachers in the area, in which cases of contracts have those who have retired, have no jobs, are not officials at any unit.
"These are cases of signing contracts according to the school year, when there is a need for work, the units signed contracts with these cases to make up for the shortage of teachers.
Also according to Mr. Tung, currently there is a "difference" between the two forms: the contract according to the fiscal year is 1 year (from the beginning of the year to the end of the year), and the actual contract with the teacher is according to the school year (from September last year to May next year).
"The principle is to sign a contract according to the school year, but the school year only calculates the main study time and is paid from the provincial budget. During the summer vacation, the schools wishing to study more, the schools must ensure the funding themselves" - Vice Chairman of Thanh Hoa Provincial People's Committee information.
Vice Chairman of Thanh Hoa Provincial People's Committee added that the province is currently assigning the Department of Home Affairs and the Department of Education to summarize the needs and proposals of localities in the province on the above issue.
