On September 12, information from the Department of Education and Training of Thanh Hoa province said that the unit has just sent a document to the People's Committees of communes, wards and affiliated educational institutions on the implementation of a plan to overcome the local scarcity of textbooks (textbooks) for the 2026-2027 school year.
According to the Thanh Hoa Department of Education and Training, to urgently overcome the situation of textbook shortage in some areas, educational institutions must clearly notify officials, teachers and parents of students about the textbook distribution policy in this school year.
Specifically, in the 2026-2027 school year, Thanh Hoa province has not applied a uniform policy of free textbook distribution according to Decree No. 271/2026/ND-CP of the Government, except for 6 land border boarding schools.
Therefore, schools are responsible for guiding parents to proactively equip their children with textbooks through commercial distribution channels and the distribution system of the Vietnam Education Publishing House in the locality, avoiding the psychology of waiting that affects the progress of learning.
Thanh Hoa Department of Education and Training also requested principals of schools to proactively review and mobilize maximum old textbooks that are still usable from students; and at the same time promote shared bookshelves in libraries for lending, prioritizing support for students in difficult circumstances.

While parents have not bought books or are waiting for agents to supplement the source of books, the school must guide teachers, parents and students to access the system of the Vietnam Education Publishing House to exploit the electronic textbook version for free, ensuring that teaching and learning activities are not interrupted.
For the People's Committees of communes and wards, the Department of Education and Training proposes to direct and urge educational institutions in the area to review needs and proactively implement measures to overcome the book shortage situation.
Currently, the Thanh Hoa Department of Education and Training is continuing to urge and work directly with the Vietnam Education Publishing House and publishing units to urgently supply additional missing textbooks, striving to ensure 100% of students in the area have enough textbooks before September 15, 2026.
